Established in 1951, IOM is a Related Organization of the United Nations, and as the leadingUN agency in the field of migration, works closely with governmental, intergovernmental andnon-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the overall supervision of the Head of Sub Office and direct supervision of the Programme Coordinator, the successful candidate is responsible for the planning, coordination, supervision and implementation of information management activities at IOM office in Gaziantep.
Core Functions / Responsibilities:
Implement and improve, if required, the integrated mechanism for data gathering and information management across all activities to ensure accurate and reliable data is collected, stored, and submitted in a timely manner to be further processed in Gaziantep.
Identify, recommend, develop, implement, and support Information Management (IM) solutions. Review and approve the technical specification of all related IM implementation and support services to meet IOM IM standard and end user’s needs.
Support the effective implementation of various IM tools; ensure regular monitoring as per agreed timelines; prepare project status and progress reports.
Ensure the effective use of the designated information system and other databases to manage the implementation of information management mechanism.
Support in supervision of the data collection processes and the overall data management activities including encoding, storing, and transferring data from Central Data warehouse as well as processing, and support to the analysis of the collected data and information locally.
Train and support staff in works related to data collection, survey and assessment; data management, as well as maintenance and support to database systems.
Assist and promote the use of Geographic Information Systems (GIS) mapping by ensuring data collection has relevance to GIS coding.
Ensure timely preparation and generation of local level information products, and support on information sharing and dissemination to all relevant channels.
Identify gaps on data and information relevant to the emergency response operation and contribute to the preparation of project proposals aiming to address such needs.
Develop and conduct training modules for the stakeholders as required for the implementation of information management mechanism to ensure smooth roll out.
Coordinate the development and enhancement of the integrated, methodology for data collection and information packing as required and needed by Programs.
Support in the recruiting, training and management of staff under the framework of the programme who are involved in field data collection, entry and data processing to ensure proper maintenance and quality of different information and database needs.
Provide technical support to the IOM programme coordinators and partners, on the design and implementation of ODK/Kobo or similar platforms and other related as well as information management.
Supervise data and information management assistants, project assistants and data entry staff.
Liaise with relevant authorities, United Nations (UN) agencies, Non- Governmental Organizations (NGOs) and other stakeholders on issues related to Information Management.
Perform such other duties as may be assigned.
Tangible and measurable outputs of the work assignment
- Support the data cleaning, verification and quality control checks of at least four datasets including the monthly Mobility and Needs Monitoring (MNM) and the quarterly Population Baseline.
- Produce and create X number of maps to be used in the products.
- Train and provide technical coaching support to the National Database Office and the Senior IM Assistant.
Realistic delivery dates and details as to how the work must be delivered
The cleaning, checking and triangulation of the datasets will be done with excel. The products, maps and reports will be done with various computer programs including, word, excel (for the data analysis), ArcGIS, InDesign and Illustrator for the visualization. Monthly and quarterly datasets have to be reviewed at the end of each month since the reports with the clean data are produced in the first/second week of each month.
Performance indicators for evaluation of results
The IM Consultant will be measured according to his/her work and ability to produce the products on a timely manner. Performance indicators would be such as:
- Clean, verify and conduct quality control checks of at least four datasets
- Analyse collected data to be included in the products
- Timely submission of the clean datasets and products
- Conduct research of other partners’ assessments and needs and incorporate new ideas for future assessments and products
Required Qualifications and Experience:
Education
- Master’s degree in Information Management, Geographic Information Systems, Computer Science, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in emergency response in the field, Data Management or Information management, crisis, post conflict and other displacement situations;
- Understanding and respect of IOM’s data protection guidelines;
- Knowledge of ArcGIS or any enterprise GIS software, Relational Database Management System (RDBMS), Software development tools, MS Office; Adobe CC Suite, Power BI. Knowledge of R language is an advantage
- Working experience in the region is an advantage.
Languages
Fluency in English is required. Working knowledge in Turkish and/or Arabic is an advantage.
