Context:

Under the direct supervision of the Chief of Mission, for IOM Philippines and in coordination with the Emergency Preparedness and Response Unit (EPRU), the successful candidate will primarily focus on managing the Bohol shelter construction project; supervision of the construction related activities of the mission and capacity building of the local staff.

Core Functions / Responsibilities:

  1. Plan and execute all phases of the project as construction and the final handing over of the site, in line with the terms of the donor agreement, IOM rules and procedures and the Standard Operating Procedure (SOP) on shelter projects in the Philippines. Understand the context and history of the project, as well as practices and lessons learnt in the realm of shelter projects in the Philippines

  2. Coordinate with the relevant partners including the Shelter Cluster and Government of the Philippines, in coordination with the Chief of Mission for the design parameters, layouts, and implementation as well as capacity requirements; ensure construction of facilities with specifications agreed with the donor and client. Ensure timely preparation and submission of progress reports to donor.

  3. Ensure close coordination with local authorities throughout the implementation of the project, including during the selection and communication with beneficiaries, as well as the handover of the shelters. Ensure the adequate recording and preparation of documentation throughout all phases of the project implementation and in coordination with the due IOM management and units/services.

  4. Develop engineering assessments and calculations to ensure the sound construction of shelters and proper adaptation to the on-site conditions and beneficiaries needs.

  5. Supervise IOM project site constructions and consistent adherence to building standards and specifications, logistics and administration of technical resources to meet project construction obligations. Ensure the continuous procurement, supply and storage of construction materials with proper quality control mechanisms.

  6. Supervise and build capacities of project staff, engineers and laborers; ensure presence of quality control and all aspects needed to be carried out during the project period, conduct joint verification site visits, provide guidance on construction methodology of various shelter support types applied to the project.

  7. Prepare a thorough technical/construction projects monitoring system and ensure compliance and strict adherence by all the actors working on site.

  8. Lead regular coordination meetings with on-site relevant staff; ensure their understanding of required construction, production and compliance; coordinate with the relevant stakeholders attached to the project to ensure satisfactory delivery of contracted services.

  9. Ensure accurate record keeping, construction inspections and that records of actual quantities are maintained, drawings are kept up to date and variations and addendums are issued correctly.

  10. Analyze work plans and expected cash flows, focusing on consistency with implementation capacity on site and making recommendations for improvements as necessary.

  11. Develop monitoring and evaluation systems which enable IOM to produce real time reports on effectiveness and efficiency of projects.

  12. Coordinate and collaborate regularly with all concerned IOM officials and personnel to effectively track delivery challenges and highlight project successes to produce reporting and other materials.

  13. Deploy immediately and assist in providing practical technical assistance (mentorship, tools and guidance) to the government of the Philippines concerning and during emergency shelter activities in the field.

  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Practical emergency operations experience in natural disasters or conflicts focused on

Construction, Shelter operations or coordination;

• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

• Excellent communications, drafting, and diplomacy skills;

• Experience in construction project management.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
