Egypt: CFCV/2018/13 Strategic Planning Consultant

Context:
In the framework of IOM’s “Initiatives for Local Development of Egypt trough the Support of
Egyptians Abroad” (ILDEA) project, which is being implemented in partnership with the Ministry
of State for Emigration and Egyptian Expatriates (MoSEEA) and MSMEDA, funded by the
Italian Agency for Development Cooperation (IADC).
IOM Egypt is supporting the efforts of Micro Small Medium Enterprise Development Agency
(MSMEDA)’s Central sector for community and human development in building the capacity
of its line management. The consultancy will support MSMEDA in a technically grounded and
participatory workshop to introduce and utilize the most effective approach toward developing
a strategy for their existing and future programmes within the sector.
Core Functions / Responsibilities:
Under the overall supervision of the Programme Manager of the Labour Mobility and Human
Development (LHD) Unit, and the direct supervision of the National Programme Officer, the
Consultant will be responsible for carrying the following tasks:
1) A desk review of existing MSMEDA strategy, plans, policy frameworks, mandate,
strategic approaches, national implementation plans and other relevant documents;
2) Based on the review findings’, develop content for a capacity building workshop to
the central sector for community and human development line management, on the
basics of strategic planning; to develop strategic objectives and pillars that aligns
the sector’s strategy to the overall strategy of MSMEDA. The content should include
two components:
a) Training for central sector for community and human development’s line
management on the basics of strategic planning; the objectives, priorities
and pillars, to enable them to develop a strategy for the sector;
b) Developing modalities for enhanced expatriate engagement in local
community development projects implemented by MSMEDA;
3) Prepare a final report on the consultancy including expert’s situation analysis and
strategy recommendations to the central sector for community and human
development
Realistic delivery dates and details as to how the work must be delivered
Based on the expected tasks and deliverables, and program work plan, the consultant is
required to provide the following deliverables within the work period:

** IOM will require three working days upon receipt of final report and deliverables to provide
feedback to the consultant. It is expected that with the delivery of quality documents, three
working days will be granted to review and submit final documents.
Required Qualifications and Experience
Competencies: Proven ability to demonstrate innovative thinking and stimulate an
environment that fosters innovation; strong background on strategic planning and proven work
experience in conducting institutional capacity assessment and capacity building interventions
and strong communication and presentation skills.
a. Master’s Degree in a field relevant to the assignment, such as planning or management,
social sciences, political sciences, or other relevant fields;
b. 6 - 8 years of experience on strategic planning, performance monitoring, organizational
consulting, change management, and performance improvement;
c. Professional and previous experience in assisting government institutions and ministries in
Egypt and elsewhere to draft policies and strategies;
d. Excellent knowledge of migration issues in Egypt and relevant migration management
structures and related institutions in the country;
e. Demonstrated leadership abilities and organizational capacity;
f. Strong interpersonal and communication skills;
g. Can work independently and as part of a team;
h. Results-oriented;
i. Good computer skills;
j. Full working knowledge of English and Arabic
