Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Head of the Community Stabilization Unit (CSU), Washington, DC, and the overall supervision of the Chief of Mission, the incumbent will ensure up-coming USAID funding opportunities are tracked and will be responsible for the development and delivery of competitive proposals and coordinate the work of cross-divisional proposal team(s). S/he will ensure adherence to all proposal policies, procedures, and timelines to support a submission that is technically and financially sound, responsive, of the highest quality and in compliance with IOM’s status as Public International Organization (PIO).

Core Functions/Responsibilities:

  1. Develop and coordinate proposals in response to solicitations which are in line with IOM priorities. The majority of the focus will be on large USAID solicitations.

  2. Oversee the tracking of U.S. funded opportunities that are relevant to the work of IOM both domestically and in the field;

  3. Generate funding opportunity announcements, summarizing the opportunities, Scope of Work, funding availability and deadline for submission for IOM circulation;

  4. Identify and develop new business proposal in response to specific funding opportunities; as part of this process, draw a strategy plan and a timetable to support the elaboration of each proposal that is prioritized by the IOM office in Washington for development;

  5. Lead proposal drafting and ensure all aspects of proposal development are completed in a timely and professional manner.

  6. Learn and promote strategies for effective teamwork and leadership development and cultivate collaborative working relationships across the different department of the IOM Washington Office to support the development of the proposals

  7. Support the selection and oversee the management of the consultants used for the development of the proposals, including timesheet management and monitoring of the expected consultant’s deliverables.

  8. Ensure that the proposals developed by the IOM Office in Washington adhere to the specific funding opportunities policies, procedures, and timelines and make sure that the final submission is technically and financially sound, responsive, of the highest quality and in full compliance with IOM’s status as Public International Organization (PIO).

  9. Draw some lessons learned for each proposal submitted and make sure that the best practices are captured and being applied for the development of the future proposals developed by the IOM Office in Washington.

  10. Perform such other duties as may be assigned by the direct supervisor(s).

Education and Experience:

a) Master’s degree in law, political science, international relations or in a related discipline;

b) Minimum of 5 years of progressive experience in the field of business proposal development;

c) High level of computer literacy

d) Relevant experience in humanitarian and development work

e) A strong knowledge of US government donor and funding opportunities requirements, with at least one year of relevant experience in donor liaison functions.

Languages:

Fluency in English is required. Any other language is a strong advantage.
