Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Emergency Coordinator, and in coordination with the Migration Health Department at the Regional Level and Headquarters (HQs), the successful candidate will be responsible for the overall supervision, management, coordination and strategic guidance of IOM’s Emergency Health Programming in Cox’s Bazar, Bangladesh.

S/he will provide programmatic management, coordination, strategic guidance and technical oversight to IOM’s emergency health operations; ensure coordination with Ministry of Health and Family Welfare, World Health Organization (WHO) and health sector partners; liaise and collaborate with other IOM sectors, oversee and supervise IOM’s emergency health teams and guide project and programme development through emergency and transition phases.

Core Functions / Responsibilities:

  1. Coordinate and supervise the overall management and administration of IOM’s Emergency Health Programme within the framework of the IOM Bangladesh’s Rohingya Response.
  2. Provide strategic and technical guidance for emergency health programming and health system strengthening activities including outbreak preparedness and response, Primary and Secondary Health Care service delivery, Community Health Education, health infrastructure development and capacity building programming.

  3. Develop, prepare, implement and manage health projects and programmes ensuring that they are: a.) consistent with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies; b.) coherent, relevant, and feasible, and take into account good practices in the area of migration health; c.) developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs).

  4. Supervise clinical and non-clinical IOM Migration Health staff to ensure continuous provision of quality migration health services throughout IOM’s multiple supported clinics and other health services.

  5. Coordinate with the Mental Health and Psycho-Social Response (MHPSS) section at IOM Headquarters and/or the designated regional focal point(s) to ensure the inclusion of MHPSS components in both health and psychosocial programmes in emergencies developed under the Health Sector.

  6. Align the migration health strategies and priorities in the country with global health goals, regional trends and existing policy frameworks set by relevant health authorities, in close coordination with thematic specialists in the region, as well as the senior staff of Migration Health Division (MHD) in IOM HQs.

  7. Develop, strengthen and expand partnerships with the Ministry of Health, World Health Organization (WHO) Country Office and other relevant NGOs and parties, including local NGOs/ Community-Based Organizations (CBOs) in order to develop a migrant health agenda at country level (including through the development of Memorandum of Understandings (MOUs) at country level).

  8. Guide IOM in engaging and/or coordinating with country Humanitarian and Health Sector Coordination mechanisms on IOM’s emergency preparedness and humanitarian responses and take a leading role in linking Health Sector with other IOM-led sectoral activities.

  9. Facilitate close collaboration with IOM's other service areas in the country, such as WASH, Protection, Site Planning and Site Management and others, to integrate and mainstream health into project proposals, tools and strategies where relevant and possible.

  10. Maintain a high level of science, global and public health methods expertise, and ensure that analysis and sharing of health data of significant relevance stemming from IOM programme in the area of migration health is maintained. Identify emerging issues to ensure that IOM programmes are based on scientific evidence.

  11. Analyse and regularly share critical developments and best practices with MHD HQs and contribute to thematic policy development and global reports.

  12. Oversee the resource deployment, activation, implementation, reporting and evaluation of the health-related programmes including monitoring of budget expenditure and ensuring that key performance indicators are met in a timely manner.

  13. Monitor and analyse the health projects’ process, specifically aimed at increasing effectiveness recommending appropriate action, and assist in the development of evaluation protocols.

  14. Develop new emergency and migration health projects and proposals in coordination with the Programme Support Unit and programme units as necessary and in collaboration relevant regional and HQs units.

  15. Contribute to regular reporting on achievements, projects, problems encountered, pertinent developments, and strategic needs for IOM emergency response programme as well as for donors and partner agencies.

  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine, Nursing, Public Health or related field with a Master’s Degree in Public Health or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with at least nine years of relevant professional experience.

• An additional qualification in clinical medicine, tropical medicine, maternal and child health or public health an advantage.

Experience

• Experience of which at least five years are at an international level, preferably involving migration health issues;

• Experience in managing significant and complex emergency health programmes;

• Demonstrated experience in emergency response and coordination, design and delivery of humanitarian assistance in complex environments;

• Proven capacity and vision to develop and implement programmes in the area of migration and health;

• Sound experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society;

• Proven experience in communicating scientifically to specialized audiences;

• Knowledge of monitoring and evaluation;

• Superior reporting and writing skills.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.
