Background: Within Nigeria, a large pool of potential migrants seek employment, or a better life abroad. With limited awareness of safe migration practices or the dangers of irregular migration, many attempt to travel to many regions, including Europe through the desert to Libya and some through the Central Mediterranean route to Europe.
The International Organization for Migration (IOM) in close collaboration with Government of Nigeria stakeholders and non-governmental stakeholders is implementing a three year project under the EU Trust Fund for Africa. The project aims to strengthen national migration governance and to support the sustainable reintegration of returning migrants in Nigeria. Under the project, IOM will work with the Government of Nigeria, implementing partner government agencies, civil society and communities across areas of high irregular migration in Nigeria to contribute to increasing the awareness about the risks of irregular migration through awareness campaign.
To this end, IOM Nigeria is planning the implementation of training program in Performing Arts, including theatre shows in communities of high irregular migration in Delta, Edo, Oyo, Ogun and Imo states to sensitize potential migrants and communities of origin to promote safe migration practices and raise awareness about the dangers of irregular migration, including human trafficking and smuggling. The shows are aimed at helping potential migrants make informed decisions about their migratory journey, increase the level of awareness among the community regarding the safe migration process, the challenges associated with the return and reintegration process, and involve them through contextualized and community-led awareness raising. Additionally the aim is to ensure potential migrants and their communities are informed about sources of reliable information such as Migrant Resource Centres (MRCs), who are able to provide reliable information and support to potential migrants in their home communities. As returned migrants often face stigma and discrimination from their host communities, the Performing Arts training program and associated theatre shows also aim to illustrate the positive contributions migrants could bring to their communities.
As part of this project, IOM will work with theatre service providers who will use the Communication for Development (C4D) approach in partnership with stakeholders, community and religious leaders to research, script and produce theatre shows in identified communities. The successful service provider(s) will also train returnees and other budding talents in the communities in scripting and performing arts, who in turn will showcase the theatre shows in their respective communities. The approach is to combine awareness raising activities with technical skill training to facilitate enhance employability in the field of creative and performing arts. Participation from returnees as well as community members, and other relevant stakeholders will also enhance social inclusion.

- Objective of the assignment
The objectives of the assignment are: • To conceive, script and produce effective community led and community based theatrical performances in selected cities to raise awareness on the dangers of irregular migration, including human trafficking and smuggling, amongst potential migrants and their communities. This will enable potential migrants make informed decisions about their migratory journey, and provide information about safe migration pathways. • To supervise community-led and community based theatre shows in selected cities and communities; • To engage and empower local talents in the respective communities, thereby enhancing employability of returnees and community members. • To provide information about free confidential counseling as well as information available at the Migrant Resource Centers (MRCs), and other places. • To discourage irregular migration, reduce stigma & discrimination of returned migrants. - Specific deliverables of service providers - Under the direct supervision and the guidance of the IOM project team, the select theatre service provider(s) will:
• Facilitate content creation workshop with participation of stakeholders on content and storyline of theater performances. • Develop performing arts training curriculum and reference manual for returnees and selected community members, which would include script development by returnees and community members. • Implement and conduct a performing arts training for returnees and selected community members. Local actors/community members and returnees to participate in the training and conduct performances in their community will be selected in conjunction with IOM • Conceive and develop a script for the theater performances on the risks of irregular migration, including human trafficking and smuggling and safe migration pathways using behavioural change communication and communication for development techniques. Script must be in line with the local language and culture of selected communities. (duration of performances to be maximum 30 minutes). • Produce and rehearse the theatrical performance with the local talents trained. • Monitor first 4 community theatre performances of trainees according to the standard monitoring procedure and instructions of IOM. - Responsibilities
• Submit implementation plan/work plan in line with approved proposal of IOM project, including a detailed breakdown of the activities and approaches and a detailed breakdown of the location and timeline of each activity, including the responsible member in charge of the activity, and overall management structure. • Research and review similar past or existing awareness raising initiatives/theatre shows • Submit monthly activity reports to direct supervisor by end of each month, no later than 7th day of the next month. • Document every community theatre performance, training and other stakeholder engagement by report, pictures, and participants list.

• Prepare a descriptive final completion report on the project results, activities, objectives, follow-up and recommendations. • Submit a detailed monitoring and evaluation plan, including a logical framework, indicators, roles and responsibilities of designated persons in organization. • Ensure timely completion of activities in accordance with work plan
- Required Qualifications and Experience of the Service Provider
The theatre service provider will have:
• Three (3) and above years of experience working in theatre or in a similar field. Preference will be given to those firms who have experience working on migration and human trafficking issues. • Experience in working with Government of Nigeria stakeholders, nongovernmental stakeholders and international organizations in developing theatrical performances. • Three (3) and above years of working experience in organizing or producing community theatrical Performances/ Awareness Activities. • Local knowledge of the regions in Edo, Delta, Imo, Oyo and Ogun states. • Proven experience in communication for development (C4D) and behavioral change communications (BCC). - Inputs from IOM
• Monitor progress of the program and provide supportive supervision to theatre provider for effective implementation of the project activities. • Provide IEC materials to theatre provider for publicity and promotion of theatre in select communities. • Provide technical assistance to ensure quality on overall implementation process, including the design of additional communication materials and organization of trainings. • Necessary coordination with other IOM partners for smooth intervention. • Provide publications on safe migration and risks of irregular migration that can be used as background material. - Expected outputs/results from the tasks of Service Providers:
• Extensive performance of the community theatre shows in the identified communities
• Increased knowledge and understanding of safe migration pathways amongst potential and returned migrants, their families, religious and community leaders and communities of origin.
• Increased awareness on the risks of irregular migration, human trafficking, amongst potential and returned migrants.
• Increased knowledge amongst potential and returned migrants as well as their communities on existing migration support groups and Migration Resource Centres (MRCs) able to provide services and information on reintegration and safe migration pathways. - Proposed working area in clusters:
IOM plans to select two service providers to provide the services among the 5 identified states with high rates of irregular migration.

• 7. Timeframe of Assignment
The assignment is expected to take 4 months from the date of signing the contract.
- Remuneration The service providers payment shall be based on the financial proposal approved by IOM.
- Method of Application:
IOM invites experienced and interested theatre service providers both at local and national levels working in the area of Migration and human trafficking to submit an Expression of Interest (EoI), along with requisite organizational documents and a cover letter in support of their application. - Theatre service providers will be expected to submit their proposal as an EoI mentioning the interested zone/s in the following manner:
a. Each Proposal should be developed in accordance with the deliverables and responsibilities listed above. b. Each proposal shall incorporate a detailed program design, including background and context, methodology and program strategy, implementation strategy, personnel/management structure. c. Provide a detailed financial plan, mentioning rates and unit costs, broken down by activities and deliverables. Estimated costs/amount is all inclusive. d. Each proposal should be within the limit of 10 to 15 pages, including a financial plan, work plan and organizational profile to be submitted as an annexure. - Each organizational profile should include: a. A brief summary of the organization, including their work at community level, especially on Communication for Development and Behavioural Change Communication. b. Details of the organizational governance structure c. Legal identity documents of the organization d. Organizational vision, mission, goal and objectives e. Organizational set-up in the target communities if any and nationally f. Portfolio of programs and projects (current and past) with short descriptions g. Partners (current and past) with government and non-government h. Donors (current and past) i. Reporting and monitoring systems i. Copies of annual reports for last two years
