Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Context:
IOM’s Immigration and Border Management portfolio is directed at helping governments develop improved policy, legislation, administrative structures, operational systems as well as skills and knowledge of the human resources necessary to respond more effectively to diverse migration and border challenges and to institute good migration governance. Such activities are designed in partnerships with the requesting government and other relevant interlocutors working closely to identify needs, determine priority areas, and shape and deliver interventions.
Under the auspices of the Bali Process on People Smuggling, Trafficking in Persons and related Transnational Crime, IOM in close coordination with the Regional Support Office (RSO) of Bali Process, will implement the project “Building immigration border management capacity through the establishment of a pool of trainers in the Pacific Members States”. The project is a response to the Pacific Immigration Development Community (PIDC) request to support the development of the border management training capacities of the Pacific Member States. The initiative will enable Member States to develop and sustain border management knowledge and skills which in turn will be used to promote awareness, ensure rights-based practices, strengthen collective efforts to facilitate bona fide travellers while, at the same time, countering more effectively smuggling of migrants, trafficking in persons and related transnational crime, and maintain common standards that upholds international best practice across the Pacific.
Under the supervision of the Chief of Mission in Suva, Fiji, the successful candidate will be responsible to support the project implementation and deliver the training and mentorship within the frame of the project, including following duties and responsibilities:
Core Functions / Responsibilities:
Perform day-to-day management of the project, including programmatic, administrative, logistical, communication, visibility and networking activities required for the implementation and coordination of all project activities with partners and stakeholders.
Using the Regional Support Office (RSO) developed Curriculum on Standardized Induction Training for Frontline Border Officials and associated training materials, develop, design and contextualize as necessary for the Pacific the IBM Training of Trainers (ToT) program, curriculum and manual, which includes basics of border control, migration and border management, travellers assessment process, document inspection procedures and role of information, in coordination with the Senior Regional IBM Specialist, in consultation with the RSO, Pacific Immigration Directors' Conference (PIDC) and relevant governmental bodies as needed.
Develop and deliver interactive and detailed training sessions using the above resources and all accompanying background material for the delivery of training, exposing the trainees to the diverse skills and qualities required to conduct adult learning sessions, including contextualised case scenario and simulations.
Contribute to information and data collection and analysis in Migration, IBM, Identity Management, travel documents and related topics and draft specific portions of quality concept papers, presentations, and reports, in coordination with the Senior Regional IBM Specialist, required for the project needs.
Draft communication sets on project activities and progress and share with relevant partners, stakeholders and donors.
Organize and participate in meetings relevant to project including the preparation, finalization and dissemination of meeting minutes or notes for file.
Develop training workshop reports including detailed evaluation-templates to evaluate trainees’ performances, individual learning processes and gather feedback from participants regarding each training modules. The assessment will include recommendations for further learning activities and keep track of project implementation through monitoring and evaluation.
Coordinate the hosting of workshop and mentoring in line with the project work plan.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political Science, Social Science, Human Rights, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience on project development, project management, database management, or project monitoring and evaluation in the field of Migration, Immigration and Border Management or other related technical projects;
• Experience in document examination and ability to use applicable examination equipment in a proper way an advantage;
• Experience working with international organizations, non-governmental or government agencies preferred;
• Experience in delivering training workshops and mentoring staff in a cross-cultural environment;
• Computer/software literate, preferably knowledgeable in Microsoft Office, Adobe Acrobat and
Photoshop;
• Ability to collect and analyse data on Migration and IBM topics;
• Strong sense of honesty and principles, and commitment to IOM’s work in general and IBM’s services/products;
• Previous experience of working in the Pacific.
Languages
Fluency in English is required.
