Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean. In addition to Italy, Spain has become an important entry point for irregular migrants coming from Sub-Saharan Africa. Many of these migrant’s transit through Mali on their way to Europe.

To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d'Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the

communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative aims at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.

Under the direct supervision of the Chief of Mission, and in close coordination with the EUTF Regional Coordination Unit and the relevant thematic specialists in the Regional Office for West and Central Africa, the successful candidate will be responsible for the overall management, oversight and coordination of the EU-funded project for Protection and Reintegration of returning migrants to Mali.

Core Functions / Responsibilities:

  1. Ensure the development of the project implementation strategy in consultation with European Union Trust Fund for Africa (EUTF) project team members and lead the implementation of all activities related to the EU-funded project in Mali.

  2. Exercise all technical, operational, financial and administrative management responsibility for the project in line with IOM’s policies and procedures, as well as donor requirements, with particular focus on Assisted Voluntary Return and Reintegration (AVRR), Protection, Operations, Data Management, etc.

  3. Support and strengthen the management and operation of transit centres for migrants.

  4. Ensure appropriate linkages between all services of the EUTF project and between the EUTF and other projects in the Mission.

  5. Provide consistent review and advice to the Chief of Mission on the overall progress and performance of the relevant project to ensure effectiveness, coherence and integrity, and establish strategic programmatic linkages.

  6. Assess, develop and update the overall direction, strategy and operating parameters of the project, identify synergies and build linkages with other IOM programmes in the Region and services in the regional office (RO) and Headquarters (HQs).

  7. Supervise all staff and non-staff assigned to the project and assist the Chief of Mission in the management of the Country Office’s budgetary, financial, and administrative functions, including conducting interviews, and report to Headquarters, the Regional Office, and donors.

  8. Establish and maintain strong partnerships with Government entities, local authorities, implementing partners, UN agencies, donors and other project stakeholders.

  9. Substantively contribute to the planning, development and implementation of the Mission’s overall strategies, goals and activities.

  10. Prepare progress and other reports and ensure proper information exchange on all operational aspects of the project between IOM, the programme’s donors and other stakeholders.

  11. Act as the Mission’s focal point for return and reintegration and manage associated projects.

  12. Identify, develop, manage, and implement new project/programme opportunities and activities in the country on AVRR, in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.

  13. Undertake duty travel and participate in or lead site visits, in line with prevailing security restrictions, relating to project assessments and the provision of advice and guidance to project staff, donors, local authorities and other project partners in order to achieve project objectives.

  14. Represent IOM at relevant seminars, workshops and meetings, as well as other events aimed at promoting IOM’s image and activities.

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Experience in project management, including managing Migrant Assistance and Return/Reintegration project with a Government or UN agency, or a regional or international organization;

• Experience in coordinating complex programmes and engaging with multiple partners and stakeholders;

• Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;

• Excellent written and verbal communication and negotiation skills;

• Good knowledge of project management, monitoring and evaluation principles and practices;

• Familiarity with budget/financial administration; proven resource management skills;

• Previous work experience in the West African Region is an advantage.

Languages

Fluency in English and French is required.
