Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM) along with partners successfully applied for Asylum, Migration and Integration Fund (AMIF) national funding in the United Kingdom (UK) to develop policy frameworks, measures and integration tools for use at the local, regional and national level to aid refugee integration in the UK. The project will engage, consult, and build the capacity of local, regional and national actors engaged in the integration of refugees in the United Kingdom to address, sustainably and institutionally, the integration needs of refugees, with a focus on children, youth, women and others in particularly vulnerable situations.

Under the direct supervision of the Chief of Mission (CoM) for IOM UK, and in close coordination with the Programme Coordinator (Resettlement and Integration), the successful candidate will have overarching responsibility for the performance, and financial and reporting management of this project. S/he will also collaborate with the mission’s team leaders and relevant units at the Regional Office in Brussels and Headquarters to successfully implement the project as well as work on project development and mobilize resources in order to continue and expand projects pertaining to IOM UK’s strategic areas.

Core Functions / Responsibilities:

  1. Manage the overall implementation of the project to guarantee that scope, budget, time and quality are in accordance with project specifications, donor requirements and IOM rules and regulations.

  2. Prepare and ensure timely and quality preparation and submission of all project performance and financial reports according to requirements of IOM, donors and relevant stakeholders.

  3. Provide thematic guidance on the substantive work of the project and ensure adequate quality assurance of all the project deliverables.

  4. Ensure sound performance and financial management of the project including maintaining the necessary documentation to guarantee alignment with internal and donor requirements as well as fulfil internal and external auditing requirements.

  5. Enhance monitoring and evaluation (M&E) of the project through development and implementation of appropriate tools in line with programmatic objectives and indicators. In coordination with the project teams, generate data and material for programme activity relevant to evaluation and reporting and in line with the M&E tools.

  6. Manage and monitor technically and administratively the whole of the project team. Ensure that adequate and relevant capacity building are provided to the members of the team. Mentor, coach and manage the staff under supervision; support the performance evaluations and oversee and help to resolve team conflicts.

  7. Contribute to the design and development of new activities and projects in line with donor and government priorities and IOM UK’s strategic areas in close coordination with relevant project teams.

  8. Prepare and follow up on communications internally and externally for the project and other assigned IOM UK programmes.

  9. Develop and maintain relations with donors, government counterparts, NGOs, think-tanks, migration/refugee organisations and diaspora associations and represent IOM in high–level external stakeholder meetings.

  10. Contribute to the design, development and review of studies and publications within IOM UK’s project areas and ensure that learning and best practices generated by the project are transmitted across the organisation.

  11. Contribute to the strategic planning of IOM UK programmes and activities. Assist the Chief of Mission in carrying out initiatives to promote IOM’s image and to increase the level of IOM activities in the country/ region.

  12. Undertake duty travel relating to project assessments and monitoring as required.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Migration Studies, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience of project management, with two years of specific experience in the field of migrant and refugee integration;

• Good knowledge of project formulation, administration and evaluation techniques and practices;

• Familiarity with financial management;

• Excellent writing, communication and negotiation skills, and the ability to establish working relationships with governmental authorities, other national/international institutions and NGOs;

• Ability to prepare clear and concise reports;

• Excellent analytical skills, including the ability to perform a variety of conceptual analyses required for the development, implementation and evaluation of projects;

• Ability to supervise staff;

• Effective resource management skills.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
