UN agency in the field of migration, works closely with governmental, intergovernmental and
non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Context:
Before the outbreak of South Sudan’s internal armed conflict in December 2013, Gender-Based Violence (GBV) was acknowledged to be high but underreported, especially affecting women and girls. In a recent study 45.8 percent reported a female within their household having experienced an incident of GBV within the last year (IOM, December 2017). Women and girls are particularly at risk of sexual violence when collecting water, at defecation and bathing sites and collecting emergency assistance. IOM WASH assessment (2018) found that 71% of women in girls in predominately rural areas, did not feel safe when going to collect water.
Humanitarian WASH programming generally targets women and girls since they are primarily responsible for water collection, treatment and storage, hygiene for food preparation, compound cleanliness and care of children and other dependents. In South Sudan women and girls bear the main burden of this unpaid care work, they are also further engaged in further unpaid WASH activities, such as community hygiene promotion, household latrine construction. Although women are often promoted in water management they are rarely accepted in leadership roles, and their presence often serves to reinforce traditional gender norms of women’s domestic role. This is in stark contrast to men’s position within WASH programming as community and project decision makers, accessing skills building and livelihood opportunities as pump mechanics and WASH engineers. Traditional gender norms including rigid and harmful constructions of masculinities which normalize violence, control and domination over women and prevention their meaningful participation in programming. Furthermore, their continued subordination heightens risks of GBV, with risks of sexual violence not seen as a priority community issue, nor intimate partner violence.
IOM is implementing an integrated WASH and GBV prevention programme in rural areas of
South Sudan where communities are recovering from cholera outbreaks and conflict. Program
strategies include promoting women’s leadership, skills building opportunities for non-traditional gender roles including as pump mechanics and WASH engineers and engaging men and boys to transform harmful gender norms around women’s participation and use of GBV.
Under the direct supervision of the GBV Specialist within the integrated WASH-GBV programme, the successful candidate will lead the technical design of gender transformative approaches to address the root causes of GBV, especially around engaging men and boys promoting positive masculinities, conduct capacity building and support operational implementation within the framework of integrated WASH and GBV prevention programming.
Core Functions / Responsibilities:
Conduct assessments to understand e gender norms, behaviours and attitudes reinforcing women and girl’s unequal burden of care work, exclusion from income generation, leadership and non-traditional roles in the WASH sector, and perpetuation of physical, psychological and sexual violence.
Facilitate the development of a gender transformative strategy and approach utilizing evidence of what works to change social norms for gender equality within WASH programming, including components of engaging men and boys.
Define indicators of social norms change, with qualitative and quantitative measures of expected to measure and document anticipated and unanticipated changes in relevant social norms, attitudes and behaviours.
Develop a toolkit and relevant IEC materials and messages for gender transformative approach.
Define a capacity building plan addressing skills, attitudes and capabilities required within the WASH-GBV team, develop tailored curricula and roll-out a capacity building strategy for staff, partners and community activists.
Build the capacity of staff and partners to implement practical gender transformative approaches for women and girls, and men and boys that address issues of gender equality and addressing the use of violence.
Provide technical mentoring and daily management of national staff and partners on gender equality, equity and empowerment approaches.
Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies, and recommend corrective action.
Ensure the implementation of all approaches are conflict sensitive, include considerations for GBV survivors of different ages and genders, people with disabilities and other marginalized groups, and take concrete action to identify and mitigate any possible negative effects.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Human rights, Public Health with behavior change focus, Social Work, Humanities/Social Science or a related field
from an accredited academic institution with two years of relevant professional experience; or
• University Degree in above fields with four years of relevant professional experience.
Experience
• At least three years professional experience working on gender transformative programming and/or GBV primary prevention programmes with a focus on male engagement and women and girl’s empowerment;
• Demonstrated experience in designing and delivering effective gender transformative programming;
• Demonstrated ability to design and deliver effective training and mentoring for adults and children, particularly adolescents;
• Demonstrated ability to conduct formative research and establish quantitative and qualitative indicators of change;
• Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment;
• Previous experience in equivalent role in South Sudan is an advantage;
• Good report writing skills;
• Strong interpersonal and communication skills;
• Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment;
• Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software.
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.
