Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

Context:

Under the overall supervision of the Regional Director, under the direct supervision of the Chief of Mission, the successful candidate will be responsible for supporting and coordinating the implementation of protection capacity building and direct services to migrants and other special needs groups.

Core Functions / Responsibilities:

  1. Regularly participate in inter-agency/national protection fora and monitor the protection needs of migrants, refugees and other affected communities and their systematic reporting and appropriate resolution particularly through specific and/or joint activities.

  2. Efficiently integrate protection related variables into assessments conducted by IOM (DTM and others) and coordinate their analysis and treatment within IOM and other key protection actors.

  3. Plan and implement protection strategies in coordination with other colleagues and concerned protection actors. These could include, prevention and response to gender-based violence and/or other survivors of violence; prevention and response to child abuse, neglect, exploitation and violence (special attention to UASC and all children affected by forced migration); counter-human trafficking activities.

  4. Coordinate the implementation of existing protection activities and contribute to the development of new ones with an eye to mobilize both financial and human resources to fill existing gaps; communicate and co-ordinate with appropriate IOM units and field offices, including with IOM regular programmes on-going in the Mission, the Regional Office and HQ relevant counterparts.

  5. Monitor and follow up on timely reporting and qualitative donor visibility in line with IOM data protection principles.

  6. Supervise the protection and direct assistance team in both delivery of services as well as capacity building activities of concern to IOM. Main area of work is counter-human trafficking, child protection, assistance and protection to stranded migrants, including return and reintegration services.

  7. Maintain good working relationship with both national and international partners in the area of protection, including the follow-up of existing partnership agreements.

  8. Monitor developments in the relevant thematic areas, in close collaboration with the Regional Thematic Specialists and Chief of Mission and identify and document emerging issues.

  9. Assist the Chief of Mission in maintaining and further developing liaison with government authorities, diplomatic missions, national and international institutions, non-governmental organizations, voluntary agencies, in promoting IOM protection activities and facilitating the implementation of ongoing activities.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Law, Political or Social Sciences, Human Rights or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the field of migration, internally displaced persons’ assistance and protection with at least 1-year experience in a fragile context as a protection officer or equivalent (specific focus on prevention and response to gender-based violence, protection and assistance to unaccompanied and separated children, assistance and protection of most at risk groups);

• Experience in liaising with governmental, diplomatic authorities, UN integrated missions, humanitarian and human rights actors as well as UN and civil society partners.

• Experience in programmes for migrants and capacity-building activities;

• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

• Experience in working directly with beneficiaries;

• Familiarity with project management, including budget management;

• Sound and proven understanding of internal and international migration issues in the sub-region and related issues;

• Working experience in the region is a distinct advantage.

Languages

Fluency in English and French is required. Working knowledge of Arabic is an advantage.

Internationally recruited professional staff are required to be mobile.
