Context:
Under the direct supervision of the IOM Costa Rica Chief of Mission, the successful candidate will oversee programme implementation and provide support to operations for the successful implementation of the IOM Costa Rica and Community Stabilization and Humanitarian Assistance Programme.
IOM Costa Rica (CR) Community Stabilization and Humanitarian Programme objective is Counter Violent Extremism (CVE) and reduce violence as an innovative and explicit part of integral migrant assistance. This ground-breaking approach in upper middle-income country seeks to reduce violence in vulnerable communities across the country through process-oriented and community driven approach and prevent violent extremist through psychosocial assistance, livelihoods support, migration counselling while providing emergency food, shelter, medical assistance and voluntary return options to regional and extra regional migrants in Costa Rica. The programme will also maintain and update the Displacement Tracking Matrix (DTM).
The Programme Coordinator will have oversight of the Community Stabilization and Humanitarian Assistance Projects. S/he will oversee and manage project teams based in San Jose, as well as staff in areas of operation. Successful performance will result in well-managed projects which delivers innovative, flexible and quick responses in a complex and high-risk environment.
The Programme Coordinator will maintain and strengthen the necessary operational structures and inter-departmental processes to ensure transparent and accountable project development, implementation, operations and reporting. S/he will also contribute to managing the refinement and innovation of the overall programme strategy and advice IOM Chief of Mission on the evolution of the local political, economic and Humanitarian situation as well as how to ensure CVE activities remain effective. S/he will also supervise project implementation, to ensure the proper financial, procurement, and general operational protocols and reporting needs are being met by staff, in accordance with IOM rules and regulations and donor expectations.
Core Functions / Responsibilities:
Manage and monitor the IOM CR Community Stabilization and Humanitarian Programme, and provide managerial support in other areas as needed.
Ensure the successful implementation of project activities at the field level in accordance with the overall programme objectives by directly supervising project implementation staff in the identification of local grantees and partners, technical consultants, and other programme implementers.
Develop and implement IOM Costa Rica’s CVE and migration assistance package to regional and extra regional migrants in Costa Rica.
Manage implementation of innovative activities which meet programme objective, engage the Monitoring and Evaluation (M&E) staff to incorporate trends, lessons learned, etc.
Establish and maintain collaborative relationships with local grantees, local government authorities, local contractors, international NGOs, donors, and other key stakeholders which will contribute to the smooth implementation of CVE and migration assistance activities.
Manage and coordinate closely with the logistics, financial and procurement teams to ensure the application of standard guidelines and procedures aimed at safeguarding an appropriate, efficient and transparent use of funds.
Train and coach staff to support a strong understanding of the CVE, violence reduction and migration assistance objective, and work with field staff to develop and maintain collaborative relationships with beneficiaries, local government authorities, local contractors, international NGOs, donors, and other key stakeholders.
Manage and coordinate with IOM Geographic Information System (GIS) Consultants to locate and analyse specific Displacement Tracking related data, Border Movements of regional and extra regional vulnerable migrants arriving in Costa Rica. Oversee preparation reports and analyses relevant to humanitarian projects.
Ensure that procurement, finance, logistics, and programmatic aspects of each activity are being implemented on-time, in accordance with the specifications of the approved activity and in line with IOM and donors’ rules and regulations.
Manage and Coordinate closely with the Logistics/Procurement and Finance Units to ensure application of standard guidelines and procedures aimed at ensuring an appropriate, efficient and transparent use of funds according to IOM and donors rules and regulations.
Provide regular reporting to the IOM Chief of Mission in Costa Rica on projects implementation and programme strategy effectiveness.
Oversee the collection and submission of situation reports, interim and final reports to donors.
Oversee activity database collection programmatic information, financial tracking and relevant information to develop new CVE and migration activities.
Mange and coordinate with the M&E staff to develop, monitor, evaluate and recommend performance measures for activities, including contractors and local partners.
Oversee information collection to ensure the programmes indicators are updated weekly. Propose recommendations to strengthen administrative structures and processes to ensure smooth activity implementation.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Law, Human Rights, International Relations, Management, Development Studies, Planning, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in high-risk environments on projects related to community stabilization and radicalization or in a radicalized environment is indispensable;
• Specific work experience with multi donor portfolio is indispensable;
• Previous experience in humanitarian assistance and community-based programming desirable, particularly in the areas of emergency assistance to migrants, infrastructure works, procurement and civil-society strengthening or Monitoring and Evaluation;
• Experience in project implementation, support to grants fund management; administrative and related fields;
• Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols;
• Strong knowledge and cultural understanding of the region and conversant on regional politics;
• Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;
• Effective resource management skills;
• Experience in developing and maintaining budgetary disciplines across a wide range of gran activities;
• Familiarity with political analysis in complex crisis settings;
• Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols, Experience working with staff from diverse environments and backgrounds;
• Experience in graphic design, Excel Power Point or other software to generate sophisticated reporting;
• Strong general analytical skills;
• Experience in Costa Rica and Central America and the Caribbean an advantage;
• Significant reporting and database experience required, preferably with Microsoft Access.
Languages
Fluency in English and Spanish is required. Working knowledge of French is an advantage.
