Risks of gender-based violence (GBV) are heightened in emergencies, especially for women and girls when collecting water, using latrines or practicing open defecation, and even when accessing non-food items. All humanitarian actors are responsible for reducing the risks of GBV and ensuring that a protective response is central. IOM’s WASH Emergency Preparedness and Response team (EPnR) aims to strengthen response and recovery activities by operationalizing the IASC GBV guidelines.

  1. The IOM GBV Assistant will deploy to crises throughout the country as part of the WASH EPnR team to promote the participation of women and girls, identify and reduce GBV risks, and advocate for and address gaps in minimum GBV Conduct emergency WASH and GBV assessments, ensuring women and girls are actively consulted on their needs and gaps in GBV services are identified;

  2. Revise WASH EPnR tools, guidelines and implementation approaches adequately integrate gender, disability, age considerations for user groups and systematically identify GBV risks;

  3. Conduct participatory GBV safety audits for emergency WASH activities, including borehole rehabilitation and NFI distributions; response services in response locations.

  4. Engage EPnR team, women’s groups, community leaders and Water Management Committees (WMCs) to actively reduce risks;

  5. Identify and advocate for addressing gaps in GBV response in emergency with the GBV sub-cluster and health cluster, particularly for providing clinical management of rape services;

  6. Conduct GBV awareness raising in all operational areas, where possible in partnership with NGOs, women’s groups and community leaders;

  7. Supporting the establishment of protection from sexual exploitation and abuse (PSEA) mechanisms in each emergency response, including conducting training for EPnR team and partners, identifying and addressing risks and ensuring that the complaints mechanism is operational;

  8. Conduct capacity building (training and on-job support) for WASH EPnR, GBV sub-cluster and health partners in response locations to mainstream GBV effectively using practical tools and guidelines;

  9. Provide regular, timely and accurate reporting on activities conducted and support monitoring and evaluation of program activities;

  10. To perform such other duties as may be assigned.
