- Background and Nature of the Consultancy
The International Organization for Migration (IOM) started a project with the support of the Royal Netherland Government entitled “Supporting the Sustainability of Community Policing in Papua, Papua Barat, and Maluku.” It builds upon the achievements of the previous phases of the “Supporting Community Policing Efforts in Tanah Papua and Maluku” project and provides continued support to the Indonesian National Police (INP) reform efforts to ensure democratic, professional, accountable and effective institution. The project will continue to invest in community engagement as a primary tool to ensure the sustainability of the community policing strategy. Despite notable achievements, significant challenges remain ahead for the INP in order to fully achieve its reform efforts and become a force that effectively serves and protects the people. It is important to sustain the momentum so as to further realise and operationalize the reform objectives at the local level. The overall objective of this project is to contribute towards the effective implementation and long-term sustainability of the Indonesian National Police Strategy on Community Policing in Tanah Papua and Maluku. Through a project intervention period of 24 months, it is expected IOM will assist the INP to ensure that the following outcomes will be achieved:
· Component 1: Commitment and Ownership of Community Policing Approach
Outcome 1 - Community Policing Forums are increasingly self-sustaining in target areas with police and community leaders demonstrating greater commitment and ownership over Community Policing initiatives.
*· Component 2: Sustaining Engagement and Communication with Community* *
Outcome 2 - Police better sustain communication channels and participatory engagement with community in line with Community Policing approach to identify emerging safety and other community concerns.
· Component 3: Delivering on Community Concerns
Outcome 3 - CPF members have improved ability to develop proactive measures to address community concerns and promote positive relationships within the community.
Project activities include :
1) Developing a practical roadmap on establishing and maintaining CPFs
2) A national stakeholder conference on the lessons learned and importance of sustaining Community Policing initiatives in the national agenda
3) Continuing support towards established and new CPFs leading towards their self-sufficiency
4) Facilitating interactive social activities and media outreach between police and communities
5) Conduct refresher trainings for community police officers on emerging good practices
6) Conduct capacity building workshops and technical support to build CPF members’ essential skills to proactively address community needs.
Objectives:
As per first outcome of the project, a roadmap for establishing a community policing forum, as implemented by IOM in Maluku, Papua and Papua Barat over these past years, will be developed with the purpose of recording project methodology and promoting replication. The Roadmap will provide essential information to implementing partners, community and police stakeholder regarding the implementation of the community policing in these areas. The Roadmap will be created with the assumption that it will be widely distributed within the police institution and amongst interested community members with the aim of providing step by step instructions on best practice for establishing a community policing forum in the readers community. It is expected that the roadmap will contribute towards creating a professional and accountable police force in Papua, Papua Barat and Maluku that is able to serve and protect local communities. Additionally, as depicted in the project document, the sustainability of community policing strategy is a vital aspect. Therefore, identification of potential supporting factor as well as unforeseen hindrances are crucial as part of the Roadmap development. Identified potential supporting factor encompasses i.e. funding resource availability and sense of belonging of the community to community policing philosophy. In order for the community policing to be institutionalized, the Roadmap should stipulate comprehensive analysis of both supporting factor and hindrances. Finally, in the absence of potential supporting factors, recommendations need to be provided on how to overcome such obstacles.
Methodology:
Considering the above-mentioned objectives, the Roadmap on community policing implementation in Maluku, Papua and Papua Barat must adhere the following guidelines:
A.Brief introduction of community policing concept.
The first part will focus on brief history of community policing and how it came to be implemented by Polda Maluku, Papua and Papua Barat, as well as become a centralized INP national strategy. Community-centered policing relies on context and a deep understanding of communities; thus this section should incorporate contextualized of community policing concept in three target provinces.
B.Brief introduction on local context of Maluku, Papua and Papua Barat.
the chapter will explore the uniqueness of IOM targeted areas, including but not limited to topics such as:
· Past conflict history
· Community structure
· Custom/*Adat/*local norms relating to conflict resolution mechanisms
· Other relevant factors
These dynamics need to be considered during analysis and thoroughly explained in the context of how they will affect community policing implementation.
C.Community policing implementation
The chapter must include but is not limited to:
· Prior policing strategy in project areas, its achievements and constraints
· Best practices and lessons learnt of Community policing implementation before and during IOM support
· Community engagements activities (including how to properly use media and technology)
D.Community Policing Forum - CPF
The core of community policing implementation is the establishment of a multi-stakeholder forum called Community Policing Forum (CPF). This chapter will include all essential information regarding CPFs, such as:
· Basic principles of CPF
· Role and restriction of CPF
· Stakeholder and community engagement techniques
· Members of CPF
· Clear step by step guide to CPF establishment
· How to Maintain the regularity of CPFs
E.Sustainability
The chapter will describe step by step how to promote the sustainability of community policing implementation. Contents will be including but not limited to:
· Types of networking initiatives that lead to financial and community support
· Mapping of available resources
Requirements/how to gather the resources
2. Tasks to be performed under this Consultancy:
The selected consultant will conduct the roadmap development in several steps:
I.(Jakarta) Initial briefing and preparation
The selected consultants will have a briefing with the Project Manager, Program coordinator and Senior Project Assistant regarding the objectives and outline of the roadmap. Based on the discussion, the consultants must also establish a proper schedule in order for he/she to be able to develop the roadmap.
II.(District level) Data Gathering in District level
The consultants will then travel to project areas and conduct FGD/meeting/Questionnaire/data gathering in district levels, whilst also visiting village stakeholders. IOM Field project assistants will assist the consultants regarding the technical arrangements as well as providing necessary information regarding in the field implementation.
III.(Provincial level) – Data Validation
After the data is gathered the consultants will hold a one-day event at provincial level in order to validate his/her findings during data gathering process. The participants for the meeting will be selected based on criteria that the participants are qualified to validate the data.
IV.Finalization of the Roadmap
Upon the validation of all data gathered in the field, the consultants will work with the Jakarta team to finalize the Roadmap. Upon completion consultants must present the roadmap before the Project manager, National Project Coordinator and Senior Project Assistant to gain input and recommendation before finalizing the roadmap.
3. Reporting Lines
The Consultant will work under the guidance and overall supervision of the Head of Emergency and Community Stabilization Unit and direct supervision of the National Project Coordinator.
4. Work Place(s)
The Consultant is expected to be based in Jakarta and undertake duty travel to the following project areas:
a. Maluku (Ambon dan Pulau-pulau Lease; Seram Bagian Barat; Maluku tengah)
b. Papua (Jayapura Kota; Jayapura Kabupaten; Keerom; Jayawijaya; Merauke) Papua Barat (Manokwari; Sorong Kabupaten; Sorong Kota)
5. RealisticDeliverySchedule
Duration of the consultancy is estimated for 3.5 months from September 2018 and to conclude by end of December 2018.
6. Tangible and measurable outputs:
The end products expected to be delivered by the Consultant will be (in English), as follows:
a) Detailed plan of action for data gathering and data validation in the field (in coordination with the Project Manager, NPC and FPA);
b) Brief progress report upon the completion of the data gathering activities;
c) Initial draft of the roadmap and present the draft to the PM and NPC for inputs;
d) Final version of the roadmap integrating inputs and suggestion.
7. Performance indicators for evaluation of results
The quality, targeted and detailed of the work performed as established in above as well as compliance with agreed delivery dates.
8. Remuneration and Terms of Payment
The Consultant will receive an attractive (all inclusive) consultancy fee which shall be paid on monthly basis to the bank account indicated by the consultant.
9. Qualifications or Specialized Knowledge/Experience required:
· An advanced degree (Master or PhD) in Social Sciences, Anthropology, Law, Politics, Demography, Development Planning, Statistics or a related technical field.
· At least 8 years of progressively responsible professional work experience at national and international levels in program evaluation or research.
· Experience in working with Indonesian National Police as the project main beneficiaries, relevant stakeholders and governmental institutions would be a distinct advantage as well as previous experience working in the Security Sector Reform related fields.
· Good knowledge and background on Indonesian police/security/justice sector reform, media, CSOs, NGOs will be an asset.
· Practical expertise in community-based research with field experience applying these skills.
· Excellent communication and negotiation skills;
· Demonstrated writing skill in English
· Self-motivated and ability to work under stressful conditions.
· Flexibility and initiative demonstrated ability to be proactive and resourceful. Have multidisciplinary background and expertise, as well as be either familiar with project management or involved in similar or any capacity building project.
