Context:
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Head of Migration Management and Development Unit (MMDU) and in close coordination with the Senior Regional Coordinator (SRC) of the European Union Emergency Trust Fund for Africa (EUTF) programmes based in IOM Regional Office (RO) Nairobi Coordination Unit, the successful candidate will be responsible for managing all the activities related to the European Union Trust Fund (EUTF) “EU-IOM Joint Initiative for Migrant Protection and Reintegration in the Horn of Africa” (or “Joint Initiative”) programme.
The programme will focus on 4 priority countries, namely Djibouti, Ethiopia, Sudan and Somalia as well as other countries of the Khartoum process in the Horn of Africa region and key destination countries on the Northern, Western, Eastern and Southern routes. In addition, it will support reintegration of migrants returning from EU Member States.
The Joint Initiative programme aims:
To increase the capacities of partner countries and relevant stakeholders, to develop or strengthen return and reintegration policies and processes, including identification and referral;
To facilitate safe, humane and dignified AVRR processes among partner countries;
To facilitate sustainable reintegration across three dimensions: successful economic reintegration and strengthened livelihoods; social and psycho-social reintegration and enhanced returnees’ rights and access to justice.
Core Functions / Responsibilities:
Manage the overall implementation of the EUTF Joint Initiative programme in IOM Sudan and be responsible for its financial, administrative, and technical implementation, in compliance with IOM policies and standards, as well as donor requirements.
Develop and maintain work plans, return and reintegration implementation strategies, and expenditure plans to ensure timely implementation and achievements of project activities and results.
Directly supervise the Project Monitoring and Evaluation Officer and the Senior Programme Assistant and coordinate the work of all IOM Sudan staff working on the Joint Initiative programme in collaboration with the relevant heads of units to ensure delivery of project outputs.
Establish and maintain good working relationships with relevant Government entities, the donor, UN agencies and NGOs to enable the creation of technical working groups and a robust referral mechanism that will promote the dignified, sustainable voluntary return and reintegration of migrants under the Joint Initiative project.
Lead the provision of technical assistance to the Government and ensure Joint Initiative programme activities are aligned to international best practices.
Oversee the nationalization of the Standard Operating Procedures.
Work with relevant staff in the mission and in the project management site at RO Nairobi to ensure that the Sudan Joint Initiative programme is well reflected in press briefing notes, newsletters, and reports.
Oversee the preparation of monthly, interim reports, regular briefings, press releases, other reports and communications are in line with donor requirements and IOM standards and procedures ensuring timely submission to the project management site at RO Nairobi.
In coordination with the IOM Sudan Resources Management Unit (RMU) oversee the procurement of required items and ensure the timely payment to all suppliers.
Represent IOM at relevant seminars and meetings as well as other events.
Undertake duty travel as required.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Development, Management, Political or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in the field of migration issues, including operational and field experience;
• IOM project development, and management;
• Demonstrated expertise in the AVRR and migrant protection thematic areas at both policy and programmatic level;
• Experience in liaison with governmental authorities, other national/international institutions and NGOs on matters related to migration issues, capacity building and the overall work and mandate of IOM;
• Experience of managing relationships a wide range of stakeholders from Government, intentional agencies and NGOs to achieve mutually beneficial outcomes;
• Knowledge of monitoring and evaluation;
• Knowledge of regional issues in the thematic area is a distinct advantage.
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.
