Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Libya is a transit and destination country for migrants across the region and plays a key role as part of the countries along the Central Mediterranean Migration Route. In 2017, nearly 117,000 people arrived by sea to Italy and more than 2,800 perished while attempting to cross the Mediterranean, the majority departing from Libya. UN Agencies and partners have, via IOM’s Displacement Tracking Matrix (DTM), identified 622,000 migrants, including over 38,000 refugees and asylum seekers, in need of life saving Humanitarian Assistance and Protection in Libya. Of these, approximately 4,000 to 5,000 migrants are being held in detention centres under the control of Libya’s Department of Combatting Illegal Migration (DCIM) at any one time with an additional undetermined number in unofficial centres. Migrants, refugees and asylum seekers face extreme risks en-route and upon arrival in Libya, where they cannot access services and live in fear of trafficking, exploitation, sexual violence, unlawful killing, capture and arbitrary detention in official and unofficial detention centres.

IOM Libya has several programmes supporting migrants and host communities in Libya including Voluntary Humanitarian Return, Protection, Direct Assistance, Community Stabilization, Health and Psychosocial Support. Additionally, IOM works closely with the Government of Libya to provide capacity building and support migration policy and governance through trainings, technical support as well as co-leading the Migration Working Group as well as the Mixed Migration Working Group. Given IOM’s leading role on migration both globally and in Libya, IOM requires a Mixed Migration Working Group (MMWG) Coordinator to lead and guide partners in the MMWG on migration related programming and policy.

Under the overall supervision of the Chief of Mission and the direct supervision of the Deputy Chief of Mission, the successful candidate will be required to co-lead the Mixed Migration Working Group along with UN High Commissioner for Refugees (UNHCR).

S/he will be expected to work closely with IOM Libya Programme Managers, stakeholders within the Government of Libya as well as members of the Mixed Migration Working Group undertaking the duties listed below.

Core Functions / Responsibilities:

  1. Co-coordinate the Mixed Migration Working Group, co-chairing MMWG meetings along with UNHCR. Provide guidance and direction to members on mixed migration flows and migration related issues in Libya, organizing regular meetings.

  2. Maintain strong contacts with the other sectors, working groups, and the Inter-Sector Coordination Working Group (ISC), and integrate information from those forums to the strategy of the MMWG.

  3. Co-lead the fine-tuning and implementation of the strategic framework and work plan for the MMWG, in line with the objectives of the Refugee and Migrant Response Plan (RMRP), while identifying needs in accordance with recommendations from the MMWG members.

  4. Co-lead identification of MMWG long-term priorities and support the coordination of strategic and emergency responses, working with partners to develop a preparedness plan and standardized and coordinated support to migrants and refugees inside and outside of detention.

  5. Produce and disseminate timely information on the situation, progress and results of projects under the working group by compiling, organizing, analyzing, monitoring and preparing data for situation reports, fact sheets, donor briefing notes, and other reporting products for the Working Group (in coordination with all sector members) to be shared with United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the UN country team and donors. In this regard, provide support to existing and for the establishment of “cells” (e.g. Advocacy Cell, Information Management Cell, etc.) under the MMWG.

  6. In close collaboration with members, develop awareness raising, advocacy and policy documents related to the situation of migrants and refugees, for the Government of Libya, donors, as well as the wider international community.

  7. Organize the work of the Information Management (IM) made available by IOM and UNHCR, ensuring that timely analysis and presentation of MMWG information products fit with the Working Group (WG) workplan and needs.

  8. Co-lead and coordinate with UNHCR the yearly Humanitarian Response Plan (HRP) process, including a migrant and refugee chapter, ensuring that needs are reflected. Provide advice, guidance and peer-review to partners submitting projects under the working group. Ensure that projects are monitored regularly and are in line with working group objectives.

  9. As relevant, support fundraising for the working group for emergency response activities, including through the Common Humanitarian Fund and Central Emergency Response Fund mechanisms.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, Political Science, Law, International Relations, Conflict Studies, Economics, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in sector/working group and/or cluster coordination, humanitarian response and emergency operations is required;

• Experience in the field of migration, including operational and field experience, is required;

• Experience and knowledge working on protection and/or in mixed migration contexts is an advantage.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
