Classification : Professional Staff, Grade P2

Type of Appointment : Fixed term, one year with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Resources Management Officer (RMO) in Uganda the successful candidate will be responsible and accountable for ensuring the appropriate implementation of Instructions, Regulations and Rules, which govern IOM Management of resources related to Human Resources (HR), Financial resources and Procurement matters in the mission.

Core Functions / Responsibilities:

  1. Review and monitor Human Resources Management services in the mission in accordance with the Organization’s HR rules, regulations, policies, procedures and practices and considering project activities in the Mission.

  2. Facilitate the maintenance and upkeep of the mission’s HR/Training plans, and in conjunction with the Security Unit, ensuring staff compliance of all mandatory/recommended security briefings and training.

  3. Propose to the management appropriate and effective administrative procedures reflecting the mission's needs. Apply IOM’s Human Resources policies, rules and regulations in the mission.

  4. Coordinate national and international recruitment processes in the mission in close coordination with the RMO and provide support to the mission in filling the appropriate staff vacancy needs, ensuring that relevant recruitment procedures are effectively and swiftly applied and that selected new staff are sufficiently briefed, including through an appropriately updated “Welcome Package”, and able to assume functions at the Mission in a timely fashion.

  5. In coordination with RMO and where applicable with MAC and PAC/and or DRM, analyse and interpret the financial regulations and policies of IOM and donors to recommend solutions to a wide spectrum of complex financial matters.

  6. Assist the RMO in developing and improving finance, human resources and procurement internal procedure and practices.

  7. Support RMO on audit reports, ad-hoc non-routine reports; ensuring that required documentation is supported to financial documents before final signatures, ensuring that archived financial documents are available in a timely and effective manner.

  8. Assist RMO in the supervision of all payment requests ensuring that they are timely paid to vendors, with special attention to deliver cash management to field offices.

  9. Assist in the supervision of Asset Management to ensure all assets are reflected in the yearly inventory list.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Finance Management, Procurement or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Diverse experience working on complex projects, specially meeting timelines and milestones;

• Knowledge of IOM accounting systems, software and procedures a distinct advantage;

• Experience with International institutions knowledgeable of IPSAS and SAP highly desirable and computer literacy;

• Good knowledge of IOM Financial/HR policies, regulations and procedures;

• Excellent organization skills; analytical and creative thinking;

• Working experience in developing countries an added advantage.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
