Context:
Under the direct supervision of the Chief of Mission (CoM) in IOM Libya, in close coordination with the Deputy Chief of Mission, and the Senior Resources Management Officer (SRMO) on administrative and financial matters. The successful candidate will be responsible and accountable for the development, management and implementation of project activities on all thematic programme priorities for the Sub-Office. S/he will also be accountable for the administration and management of the relevant IOM Sub-Office.
Core Functions / Responsibilities:
Manage the human resources, administrative and budgetary activities of the sub-office, in line with IOM rules and procedures, and in close coordination with relevant units at the main IOM office in Tripoli.
Monitor and oversee the implementation of projects and budgetary activities related to programmes under the responsibility of the sub-office, and ensure the submission of progress and final reports.
Provide guidance and information to resolve problems, analyse operational procedures and project effectiveness, and recommend improvements.
Provide guidance and technical support to relevant governmental authorities. Identify new programme opportunities and recommend project ideas.
Develop and maintain working relationships with local governmental authorities, international organizations, voluntary agencies, and other stakeholders.
Liaise with donors, NGOs, local civil society groups, academia, media, and other groups involved in the ongoing emergency response to coordinate and highlight IOM’s activities and services.
Supervise Sub-Office staff in accordance with programme standards and in line with IOM regulations and rules.
Undertake duty travel related to programme assessments and/or provision of assistance to refugees, host communities, migrants or internally displaced persons (IDPs) as required.
Prepare regular and specific reports including narrative, impact, financial, evaluation and statistical reports covering IOM activities in the sub-office. Prepare briefings and background information as required.
Ensure compliance with IOM policies and procedures, including implementation of internal control measures to prevent fraud and mismanagement. Keep the office of the Chief of Mission and the Resources Management Unit in Tripoli fully informed of the activities of the Sub-Office.
Contribute to resource mobilization efforts, identify potential new project opportunities and contribute to the preparation of project proposals.
Participate in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination and presentation of activities.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Management, Business Administration, Finance, International Relations, Humanitarian Affairs, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Field experience in management, humanitarian, development, and other migration related activities, complex project implementation, liaison with governments and international agencies;
• Experience in administrative and financial management, budget monitoring, cash management and internal control procedures; knowledge of IOM/UN finance, procurement and HR procedures and rules a distinct advantage;
• Experience providing direct assistance with refugees, IDPs and other beneficiaries;
• Experience in working within the UN-led cluster system;
• Excellent leadership, coordination and information management skills;
• Previous sub-office and programme management experience is an advantage;
• Good level of computer literacy;
• Familiarity with the region is an asset.
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.
Note
Duty stations will be in Misrata, Sebha or Benghazi.

Internationally recruited professional staff are required to be mobile.
