Context:
Under the overall supervision of the Chief of Mission (CoM) in Morocco and the direct supervision of the Programme Officer in Morocco and in coordination with IOM office in Berlin, the successful candidate will be in charge of the implementation and the follow up of the activities of the project “FORAS-enhancing reintegration opportunities”. S/he will work in close cooperation with IOM’s focal points in each of the five countries of origin involved in the project implementation (i.e. Cameroun, Côte d’Ivoire, Guinea Conakry, Mali and Senegal), providing relevant guidance as needed.
Core Functions / Responsibilities:
Participate in drafting and assessing project work plans in coordination with relevant partners and IOM counterparts.
Assist in the coordination and the development of needs assessments, studies and evaluations.
Ensure a strong coordination with IOM Morocco Assisted Voluntary Return and Reintegration (AVRR) programme with a focus on the pre-departure phase.
Explore the opportunities of establishing synergies with other ongoing initiatives.
Support the organization of capacity-building activities in Morocco, including organizing workshops as required.
Where needed and possible, support counterparts and partners in implementing project activities in a timely and consistent manner.
Ensure regular exchanges and liaison with partners and stakeholders.
Coordinate the management of the grants provided within the framework of the project.
Draft narrative reports and supervise the elaboration financial reports according to specifications, standards and timelines required by the donor.
Supervise and provide guidance to the project team (finance assistant, project assistant, 2 regional focal points and a communication assistant).
Participate in conferences, events and meetings.
Contribute to sound financial management and monitoring according to donor and IOM rules.
Assist in the liaison with IOM Office in Berlin for all matters related to donor’s requirements.
Collect information and data on the activities implemented and ensure regular monitoring and evaluation of the project.
Ensure the coordination with IOM focal points in countries of origin.
Supervise the production of outreach and information materials for beneficiaries and stakeholders in line with the project communication plan and follow up that the materials produced will be tailored to the specific context of the different countries of origin involved.
Facilitate the project’s visibility in line with the communication plan and the donor’s visibility requirements.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in the field of migration issues including operational and field experience, IOM/UN
project development, and management;
• Demonstrated expertise in the thematic area relevant to project development; Knowledge or experience of regional issues and/or EU reporting mechanisms an advantage;
• Experience in liaising with governmental authorities, other national/international institutions and non-governmental organizations (NGOs);
• Experience in socio-professional orientation of migrants and vulnerable population;
• Knowledge of monitoring and evaluation.
Languages
Fluency in English and French is required. Working knowledge of Arabic is an advantage.
