Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Sexual exploitation and abuse (SEA) by humanitarian workers directly contradicts the principles upon which humanitarian action is based and represents a protection failure on the part of the aid community. SEA inflicts harm and damage on those whom the humanitarian community is obligated to protect, as well as jeopardizes the reputation of all assistance agencies.

The Inter-Agency Standing Committee (IASC), the primary mechanism for inter-agency coordination of humanitarian assistance, has prioritized efforts to prevent and respond to SEA, both at the member agency level and through collective efforts in the field. Based on lessons learned from collective activities to prevent and address SEA, there is increased recognition of the need for dedicated and independent PSEA Coordinators to assist the work of PSEA in-country networks. Therefore, IOM is issuing this Call for Applications for qualified PSEA Coordinators to support the effectiveness and sustainability of PSEA in-country nNetworks.

Successful candidates will work in direct coordination with PSEA Network (co)chairs and have a clear reporting lines to the relevant oversight body (e.g. ISCG, RC/HC), either directly or through a supervisor. Candidates selected will be responsible for creating and/or strengthening the PSEA initiative in the response to which they are sent. This would include overseeing outreach, nominating on of agency focal points, and securing high-level buy-in (targeting UN agencies, IOs, NGOs, CBOs etc); providing administrative and substantive management for the PSEA in-country network; developing an inter-agency action plan, based on guidance within the IASC Best Practice Guide on the establishment of inter-agency Community-Based Complaint Mechanisms; and working with network members to share good practices, harmonize PSEA measures, provide technical assistance, and refine capacity building materials.

The successful candidate will support implementation of Standard Operating Procedures

(SOPs) on PSEA based on the Global SOPs: Inter-agency cooperation in Community Based Complaints Mechanisms (CBCMs), the IASC Principals-endorsed guidance on allegation and victim referrals in joint CBCM referrals. These SOPs are based on key PSEA global commitments which include the Secretary-General’s Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse (ST/SGB/2003/13), the Statement of Commitment on Eliminating Sexual Exploitation and Abuse by UN and Non-UN Personnel (2006), the IASC Statement on PSEA (2015), and the IASC Minimum Operating Standards for PSEA.

S/he will be a resource not just for her/his own hosting agency, but for all PSEA Network agencies and implementing partners’ organizations, including national NGOs and Community Based Organizations (CBOs).

The PSEA Coordinator shall actively work towards prevention and response to PSEA. In this regard, s/he shall:

Core Functions / Responsibilities:

Prevention

  1. Develop or expand the PSEA network including appointing and training of PSEA Focal Points from humanitarian assistance agencies and implementing partners on their respective roles and responsibilities within the network following the Best Practice Guide on inter-agency PSEA CBCMs and organize monthly meetings;

  2. Develop an action plan which should include CBCMs, referral pathways, prevention and awareness activities and ensure local community participation and set up multiple entry points for reporting complaints;

  3. Provide awareness-raising sessions and training on PSEA for the humanitarian community including staff of humanitarian agencies and its implementing partners, victim assistance providers and relevant Cluster leads, on a regular basis as needed;

  4. Work closely with the GBV sub-cluster, HCT/UNCT member agencies, other relevant clusters and implementing partners to ensure coordinated referral mechanisms for victim services and implementation of General Assembly strategy on victim assistance;

  5. Ensure that senior leadership in HCT/UNCT, government agencies and other implementing partners are updated on a regular basis on activities and measures taken on PSEA prevention;

  6. Support PSEA mainstreaming during planning, policy development and programming within the network, HCT/UNCTs, clusters and individual agencies;

  7. Advocate with PSEA Network focal points to ensure that their human resources personnel include PSEA content in staff inductions, contracts and sub-contracting, and advocate for enforcement of PSEA contract clauses including the establishment of procedures to prevent re-recruitment of offenders.

Response

  1. Receive and assess incoming complaints, maintain a database to store relevant information on complaints, monitor and track the status of each case in the database to ensure that all necessary steps are taken;

  2. Train focal points on their roles and responsibilities on complaint handling. Ensure that once a complaint is received, all materials pertaining to complaints are handled strictly in line with the

SOPs for that CBCM. Refer allegations to the entity within an organization tasked with investigating staff misconduct for immediate action;

  1. Immediately refer complainants or survivors (in cooperation with GBV Sub-Cluster) to the victim/survivor assistance mechanism so that they can receive medical, psychosocial, legal and/or material support. If a victim assistance mechanism is not yet in place, ensure that the Focal Points should facilitate access to such support outside the area of operation;

  2. Provide feedback to the complainant and victim on a regular basis;

  3. Take appropriate measures to ensure safety and confidentiality of allegations received through all entry points;

  4. Where required, sSupport implementing partners to ensure SEA investigation procedures and capacity are in place;

  5. Keep HCT/UNCT up to date on PSEA measures taken and plans for future action;

  6. Collect lessons learnt and good practices and facilitate knowledge sharing among the PSEA

network;

  1. Liaise with global PSEA bodies (e.g. the IASC AAP/PSEA Task Team) and share regular updates on PSEA implementation in the response.

Monitoring and Evaluation (M&E)

  1. Ensure data on reported incidents is stored in a database for general reporting and for further development of efforts to address SEA more effectively;

  2. Share anonymized data analysis on SEA trends with relevant humanitarian actors, e.g. the

HC, who has a reporting requirement to the Emergency Relief Coordinator (ERC) on PSEA;

  1. Track all PSEA-related activities for the network and ensure that information on

PSEA-related activities is shared with relevant persons in and outside of the PSEA network.

Engagement with and support of affected populations - Working closely with the

AAP / CwC Network and appropriate NNGOs:

  1. Develop a creative communication strategy to facilitate awareness-raising in communities on their rights, the fact that humanitarian assistance is never conditioned on sexual favours, and how to submit complaints. Important: any visibility material developed should depend on context and cultural sensitivity of where it will be disseminated;.

  2. Carry out community consultations to identify culturally and contextually appropriate entry points for submitting complaints, including SEA allegations;.

  3. Incorporate community feedback into programme adjustment to ensure that the mechanism remains appropriate to community needs;.

  4. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, International Relations, Political Science, Development Studies and Planning, or a related field from an accredited academic institution with seven years of relevant professional experience; or,

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Work experience in a humanitarian setting with relevant professional experience in the field of PSEA, protection, gender-based violence, staff misconduct and discipline, gender mainstreaming and/or humanitarian affairs;

• Proven knowledge of the subject area and experience working on PSEA, particularly good practices in inter-agency initiatives;

• Experience working in the IASC or in other inter-agency coordination mechanisms or processes;

• Experience working in humanitarian emergencies;

• Background in AAP and/or complaint and feedback mechanisms is an advantage;

• Experience working in the region that is recruiting is an advantage.

Languages

• Fluency in English is required. Working knowledge of the local language of the recruiting response (duty station) is an advantage.

*Duty station will be in various or multiple duty stations located in Amman, Jordan; Gaziantep, Turkey and other Duty Stations in the Middle East
