Context:
Under the overall guidance of the Regional Director for Asia and the Pacific, the direct supervision of the Chief of Mission (CoM) in IOM Bangladesh and in close coordination with relevant departments in Headquarters (HQs), the successful candidate will be responsible for overseeing the implementation of a wide range of programmes and projects being conducted in Cox’s Bazar Sub-Office, as well as Tekhnaf and Chittagong field offices.
The Mission works in diverse thematic areas such as: Humanitarian Relief Assistance, Camp Coordination and Camp Management (CCCM), Shelter and Non-Food Items (NFIs), Migrants Protection and Assistance, Migrants and Internally Displaced Persons Health and Psychosocial Support, diasporas engagement, Labour Mobility, Assisted Voluntary Return, Humanitarian and Medical Evacuation, (humanitarian) border management, Maritime Security/Safety, Human Rights Promotion, Public Information Campaigns, Disaster Risk Reduction, Gender Mainstreaming in the Public Sector.
Core Functions / Responsibilities:
Develop, clarify and contribute to IOM's overall mandate and strategy through project development and implementation in Cox’s Bazar, with appropriate consultation with the Country and Regional Offices, Headquarters, donors and other relevant actors.
Support the CoM to maintain working relationships with local and national government authorities and other institutions in the overall direction and implementation of projects in Cox’s Bazar.
Establish and maintain strong and regular liaison with the project/programme partners, such as governmental authorities, diplomatic missions, and any other concerned agencies and working groups, aiming at coordinating and promoting new activities and facilitating the implementation of ongoing activities and fund raising for new projects/programmes.
In close coordination with the Resource Management Unit (RMU) and respective Programme Managers, ensure compliance of all Cox’s Bazaar- based projects with IOM and donor regulations, policies and obligations as indicated in the funding agreements, project documents, work plans and budgets.
Responsible for building consensus among IOM programmes and the RMU, and actively facilitating cooperation among them.
Oversee IOM’s emergency response portfolio, including IOM’s Water, Sanitation and Hygiene (WASH), Health, Psychosocial, NFIs & Emergency Shelter, Camp Management and Camp Coordination (CCCM), Displacement Tracking Matrix (DTM) and Transition and Recovery programmes. Responsible for programmatic oversight of IOM’s management of the site management.
Oversee the formulation of country strategies, policies and approaches across IOM’s operational portfolio, and identify and develop new programmes to address emerging needs. Support IOM’s engagement in relevant forums by providing strategic and operational input, including primary representation of IOM, together with the CoM in Humanitarian Country Team meetings, liaison with multi-donor trust fund entities, and other humanitarian stakeholders, such as the Inter Sector Coordination Group (ISCG), the World Food Programme (WFP) and the United Nations High Commissioner for Refugees (UNHCR), as well as donor liaison.
Where necessary, represent the CoM in meetings of the United Nations (UN) Country Team, the Humanitarian Country Team, as well as other gatherings of the UN Agencies, Programmes and Funds in Bangladesh.
Assist the CoM in carrying out initiatives to promote IOM’s image and to increase the level of IOM activities in the country.
Coordinate with Programme Managers and the RMU to ensure regular information/reports (including narrative and financial) are compiled for HQs, donor(s), key stakeholders and press officers (as appropriate).
Supervise, in conformity with IOM standards, the planning and implementation of initiatives aimed at promoting IOM and donor visibility.
Contribute to building the capacities of IOM staff in the thematic areas through on-the-job mentoring.
Formally deputise for the CoM on an ongoing basis and exercising mission, staff and financial management responsibility.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political Science, Social Sciences, Social Work, International Relations, Management or a related field from an accredited academic institution with ten years of relevant professional experience; or
• University degree in the above fields with twelve years of relevant professional experience.
Experience
• Experience at international level on managing programmes with refugees, asylum seekers, managing offices and/or multi-cultural team;
• Experience at international level on direct donor liaison, with regional experience in the direct care of refugees and/or care of people while in immigration administrative detention; operational or field experience in migration related issues;
• Extensive experience in public relations, as well as in liaising with governmental and diplomatic authorities and institutional institutions;
• Proven liaison and negotiation skills;
• Excellent written and oral communications skills;
• Sound knowledge of programme development, management, capacity building methodologies and operational strategies;
• Familiarity with administration and financial matters;
• Strong strategic and creative thinking;
• Effective resource management skills;
• Personnel commitment, efficiency, flexibility, drives for results, and open management style;
• Ability to supervise and direct staff;
• Demonstrated ability in leading multicultural teams and in mentoring and coaching individuals.
Languages
Fluency in English is required. Working knowledge of Bengali is an advantage.
