Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief of Mission of IOM Pakistan and with guidance from the IOM Washington Community Stabilization Unit (CSU), the successful candidate will be responsible for the overall coordination of activities of the IOM Community Resilience Activity (CRA) programme in Pakistan, funded by the US Agency for International Development (USAID).

The CRA programme in Pakistan is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly with Federally Administered Tribal Areas (FATA) authorities, community representatives and the Pakistani Government. The Programme Manager/Chief of Party (CRA) will discharge a full range of duties, provide overall guidance for the programme throughout the programme’s geographic coverage, and serve as the primary point of contact for USAID representatives in Islamabad, Pakistan, where both the USAID management and Programme Manager/Chief of Party (CRA) are currently based.

Core Functions / Responsibilities:

  1. Manage all programmatic, financial, administrative and logistical responsibilities for all programme activities and ensure that IOM standards and operating modalities are met in all locations where the programme is implemented. This includes direct responsibility for coordination in Pakistan with both the USAID Team and the IOM Mission on key programmatic, financial, logistical and management matters.

  2. Conceptualize and design programme strategies and resource allocations in line with prioritized locations under the USAID portfolio, with a particular focus on the FATA region, but also in support of the regional processes focusing on youth, and displaced people and broader peace, security, normalizing life and development.

  3. Supervise and coordinate the daily work of the Deputy Chief of Party, based in Islamabad, to ensure the programme strategies, implementation modalities and systems are aligned with the overall project objectives and expectations of USAID.

  4. Maintain frequent dialogue and work closely with USAID with specific focus on the development of programme strategy and activity development.

  5. Hire and train all programme staff as well as create, deploy and periodically fine-tune all programmatic systems, including database management, procurement, financial tracking, accounting and audit compliance. Ensure that all departments are coordinating smoothly to achieve the programme objectives as well as supervise all in-country international and national staff.

  6. Responsible for the safety and security of all individuals implementing the programme in close conjunction with the management of the IOM Mission in Pakistan, the Mission’s Field Security Officer, and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements. This includes ensuring that appropriate security information is regularly and appropriately disseminated, and that relevant safety and security training is conducted in coordination with IOM’s Staff Security Unit (SSU).

  7. Undertake duty travel in field missions, security permitting, to oversee the project implementation, participate in state and non-state coordination fora and to build relations with key institutions and counterparts.

  8. Assess, develop a plan for, and oversee all related contracting staff, technical experts or service providers in relation to the programme.

  9. Liaise with international and national counterparts to further the development and enhance the objectives of the programme. Seek programmatic partnerships and synergies when appropriate with other humanitarian and development partners and government entities.

  10. Establish and support regularly updated systems for evaluating the political, security and recovery context as well as the emerging frameworks, programmes and priorities of broader state and non-state stabilization actors.

  11. Responsible for continually developing the IOM programme in accordance with programme objectives, updated strategic priorities, project successes, donor interests and UN security constraints.

  12. Supervise the tracking of all programme expenditures to ensure budget recommendations are met, that all grant management and financial tracking instruments are reconciled, and all funds are disbursed in accordance with IOM standards and donor expectations. In coordination with the relevant IOM Mission departments, Headquarters (HQs) and others, ensure the timely submission of financial reports to the donor.

  13. Responsible for regular reporting, including all financial, narrative and database requirements while ensuring regular and proactive coordination with programme counterparts, including IOM CSU in Washington.

  14. In close coordination with the main programme counterparts, ensure that small grant initiatives and related community and government relationships are developed in accordance with programme goals and objectives.

  15. Act as the primary contact for the programme in work across multiple sectors that include, but are not limited to, health, education, municipal infrastructure, the promotion of Pakistan arts, culture and sports, addressing youth at risk, peaceful co-existence, strategic communications, water and sanitation and support for initiatives that counter violent extremism.

  16. Enforce and strengthen anti-corruption measures and strengthen existing measures relating to sound Monitoring and Evaluation systems to ensure the transparent use of donor funds. Report any issues relating to fraud, waste, or abuse according to established procedures.

  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

● Master’s degree in Law, International Relations, Development Studies, Planning or a related field from an accredited academic institution with seven years of relevant professional experience; or,

● University degree in the above fields with nine years of relevant professional experience.

Experience

● Progressive responsibility with demonstrated supervisory experience in staff, security, budget and office management;

● Prior relevant professional experience in Pakistan on stabilization and/or peacebuilding programmes, an asset;

● At least 5 years of operational field experience in programme formulation, implementation and evaluation;

● At least 3 years of operational experience with USAID programming in a rapid transition or post-conflict area, with some of this experience having been with USAID/OTI;

● Previous work experience in small-grants programming supporting small-scale efforts promoting community resiliency, local capacity building, strategic communications and small-scale infrastructure rehabilitation, is highly desirable;

● Thorough knowledge of the United Nations Department of Safety and Security (UNDSS)

protocols and experience working in a Phase III or above security environment; and,

● Experience managing staff from diverse environments and backgrounds and in UNDSS

phased security areas.

Languages

Fluency in English is required. Fluency in any of the local languages is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
