Established in 1951, IOM is a Related Organization of the United Nations, and as the leading
UN agency in the field of migration, works closely with governmental, intergovernmental and
non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Nature of the Consultancy:
Development of the social sections of a Reintegration Handbook.
IOM Project to which the consultancy is contributing:
Operationalising an Integrated Approach to Reintegration (ORION).
The ORION Project is part of the “Safety, Support and Solutions on the Central Mediterranean Route programme”, funded by the UK Department for International Development (DFID), which focuses on the Central Mediterranean route to tackle unsafe migration and protect people from harm along their journeys.
The ORION project’s overall objective is to contribute to sustainable reintegration of returning migrants. It will contribute to operationalise an integrated approach to reintegration by:
1) Developing tools to promote sustainable reintegration across all dimensions and encourage the establishment of effective referral networks;
2) Reinforcing evidence-based programming with robust monitoring processes and data collection;
3) Strengthening the capacities of local stakeholders in countries of origin to support reintegration.
One component of this project is the development of a Reintegration Handbook. This Handbook aims to provide practical guidance on the design, implementation and monitoring of reintegration assistance for returnees. The handbook will support government authorities, International Organizations, Non-Governmental Organizations, and local service providers to provide comprehensive reintegration assistance in the context of return.

The Reintegration Handbook chapters will be drafted by several consultants and consolidated by the ORION Project Manager. The consolidated document will be peer reviewed and then tested in several countries in order to gather feedback, which will be incorporated into the final version of the Handbook.
Core Functions / Responsibilities:
Under the supervision of the Project Manager, the consultant will:
Carry out literature review, gathering of good practices and consultations with relevant experts and staff in the field
If needed, carry out field assessments
Draft sections of the Handbook related to the social dimension of reintegration (but not limited to):
a. Individual level
• Pre-departure preparation
• Role of reintegration counsellor as social worker (needs assessment, reintegration plan, follow-up and re-adjusting plans)
• Individual assessment and reintegration plan
• Addressing immediate needs and vulnerabilities
• Based on individual assessment, access to (through direct assistance or through referrals):
o Housing
o Documentation
o Health
o Education
o Social protection schemes
o Justice and rights
b. Community level
• Community assessment (including needs and opportunities, social structure and cohesion, attitudes to migration, services available)
• Creating networks with available services
• Community engagement strategies and guidance
• Facilitating access to land
c. Intervention scenarios (proposed response including in a post-crisis situation, in a rural setting, in an urban setting)
d. Check-list for a project developer or case manager to ensure all social aspects are covered
Monitoring and evaluation as well as gender and age considerations should be included with the sections. The chapters should include the short, mid and longer-term initiatives that should be carried out.
Regularly share updated drafts with peer reviewers
Integrate feedback from peer reviewers and the Handbook pilot testing into the final draft
Tangible and measurable output of the work assignment:
Literature review and coordination with relevant experts and field staff
Drafting of the social chapters of the Reintegration Handbook, consisting of approximately
100 pages and including at minimum the above-mentioned topics.
Presentation of drafts to peer-review group in person and/or through webinars.
Inputs provided to the draft by peer-reviewers are incorporated into a final draft.

Required Qualifications and Experience:
Education
• Master degree in a relevant discipline, such as Social Studies, Public Policy, and Development Studies, etc.
Experience
• Sound experience in research and education, with regard to the areas of social work, community development
• Experience in coordinating social programs linked to return and reintegration
• Strong research and technical background
• Good English writing and synthesis skills
• Previous experience in drafting manuals an asset
Languages
• Fluency in English is required.
