Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

Context:

The International Organization for Migration (IOM) in the Democratic Republic of Congo’s (DRC) Office in Goma has three ongoing programme areas: Emergency Operations; Stabilization; and Early Recovery and Community Resilience. Each of these programmatic areas is home to one or more ongoing projects that require support in monitoring and evaluation, reporting, as well as new projects development.

Under the overall supervision of the Chief of Mission, and the direct supervision of the Head of Sub-Office (HoSO) in Goma and in coordination with relevant units at the Regional Office (RO) and the Headquarters (HQs), the successful candidate will be responsible for contributing to the design and development of new projects/programmes as well as monitoring and evaluation of ongoing projects. S/he will also be responsible in ensuring timely preparation and submission of projects reports.

Core Functions / Responsibilities:

Project Development:

  1. Contribute to the design and development of new projects/programmes in coordination with the CoM, HoSO, Project Managers (PMs), relevant units in Headquarters (HQs), Regional Office (RO). Incorporate existing national and international strategies related to the three programmatic areas of IOM’s Goma Sub-Office Operations.
  2. Draft concept notes/project proposals (narrative including logical framework, budget, and Monitoring and Evaluation (M&E) framework) in close coordination with relevant PMs and units in the mission; liaise and coordinate with respective Regional Thematic Specialists (RTS)/HQs/ Accountable Care Organizations (ACOs)/Legal Affairs Department (LEG) for internal endorsement followed by timely submission of the finalized documents to respective donors and counterparts.

  3. Carry out needs and gaps-analysis, donor and partners mapping and subsequently, provide technical inputs, to the HoSO and relevant PMs, necessary for fundraising and collaboration opportunities with relevant humanitarian partners.

Reporting and M&E:

  1. In close coordination with project managers, review current active projects in terms of stated objectives, outputs and current monitoring and evaluation (M&E) strategies. Work with project managers and assist in establishing a common M&E framework that incorporates regular reporting requirements, impact evaluation strategies and project mitigation measures for ensuring the projects are successfully completed within the deadline and approved budget.

  2. Maintain an up-to-date project indicator tracking tool aligned with the logical frameworks of all ongoing projects managed by the IOM DRC Goma Sub-Office. Work together with relevant project managers to verify that project achievements comply with and meet the agreed indicators. Provide technical input to address shortcomings.

  3. Participate in regular monitoring and evaluation field visits to ongoing activities implemented by IOM and IOM’s partners, and provide inputs to respective project managers to strengthen project compliance to agreed indicators.

  4. Track and follow up on project report preparation and approval by necessary individuals and/or Offices/Departments in close coordination with project managers and resource management staff. Monitor that reports are submitted and approved by respective donor or other recipients in a timely manner and maintain records accordingly.

  5. Draft or contribute to the production of regular periodic and ad-hoc reports, situation, thematic and operational updates as well as visibility materials e.g. newsletter for sharing with internal and external counterparts, including government agencies, donors, partners, RO, Headquarters.

  6. Undertake duty travel, in line with prevailing security restrictions, relating to project monitoring, liaison with counterparts or donors, and the provision of information and guidance.

  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Humanitarian Assistance, Migration Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Prior experience in the field of stabilization, early recovery, community resilience, humanitarian

assistance and related fields;

• Experience in IOM project development and management;

• Experience in drafting and implementing monitoring and evaluation frameworks;

• Experience liaising with specialized international agencies (UN agencies, international organizations and international specialized NGOs);

• Knowledge of Camp Coordination Camp Management settings is an advantage;

• Knowledge of U.S. Government, European Union (ECHO), Swiss and Dutch funding mechanisms is an advantage;

• Experience working in the country or region is an advantage.

Languages

Fluency in English and French is required.

Other:

Internationally recruited professional staff are required to be mobile.
