Context:

Under the overall supervision of the Chief of Mission and Special Envoy and the direct supervision of the Senior Programme Officer, and in close coordination with the Programme Managers and the Senior Resources Management Officer, as well as relevant units in Manila and Headquarters (HQs) the successful candidate will be accountable and responsible for the overall management and implementation of the Mission’s Information Management Systems including support for the implementation of projects with information management component.

Core Functions / Responsibilities:

  1. Supervise the Information Management Unit (IMU) in safeguarding, designing, developing and maintaining the Mission database system and modules.

  2. Coordinate the development and enhancement of the integrated methodology for data collection and information packaging as required and needed by programmes in the mission.

  3. Plan, design and implement mission’s Information Management Systems and reporting tools.

  4. Ensure successful development of information management strategic frameworks, programme work plans and establish monitoring tools and regular reporting.

  5. Ensure appropriate systems and tools are built to support the Mission’s Monitoring, Evaluation and Learning (MEAL) activities.

  6. Contribute to the development and update standard operating procedures (SOPs), guidelines, policies, and capacity-building material, including identifying best practices and formulate lessons learnt from projects to strengthen the Information Management component of IOM Afghanistan’s project proposals.

  7. Lead the development and enhancement of project management systems for the IMU, including a project management application, a knowledge base, resource allocation tracking, and regular internal reporting in line with IOM standards

  8. Develop data reports and data output functionality to meet the requirements of internal and external stakeholders; coordinate timely submission of reporting on Information Management with Project Support Unit (PSU) and relevant Project Managers, including ad hoc, monthly, interim, quarterly, annual, and end-of-project reports.

  9. Manage and implement software project plans, unit testing, release and support of project databases and applications in a sustainable manner.

  10. Train and support database assistants and field staff in the use, maintenance and support of database system.

  11. Support the HQs and the Regional Office in assessment, analyzing, developing, implementation and training of the database system as requested.

  12. Develop and maintain good working relationship with the ministries and international agencies involved in migration information management.

  13. Represent IOM through participation in UN or government information management coordination groups, and provide strategic and technical advice

  14. Contribute to building the capacity of Mission staff on IMU

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Sciences, System Engineering, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

• Microsoft Certified Solution Associate/Developer is a definite advantage.

Experience

• Experience in managing large information management and/or software development and/or database management teams required;

• Experience delivering complex applications on time to clients, especially government clients, in resource-constrained environments;

• Experience in finance, accounting and administration;

• Experience in preparing clear and concise reports, and coordinating administrative activities;

• Experience in emergency response in the field, information management in crisis, post-conflict and other displacement situations;

• Experience with Monitoring, Evaluation and Learning (MEAL) activities;

• Experience in onsite or remote management and coordination of large population databases and large-scale data collection exercise in crisis or disaster situations;

• Experience in designing, developing and supporting large-scale and highly complex enterprises systems service is highly desirable;

• Knowledge of systems design and development, management, implementation, and maintenance of complex information systems related to analytics and business intelligence;

• Experience with building Management Dashboards and Visualization Systems that improve management’s ability to make data-driven decisions;

• Good understanding and respect of data protection guidelines;

• Excellent level of computer literacy required.

Languages

Fluency in English is required. Working knowledge of Pashto and/or Dari is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
