Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

CONTEXT

IOM Philippines has been tapped by the Philippine government through the Office of the Presidential Adviser on the Peace Process (OPAPP) to implement the latest version of the PAMANA project in the ARMM in support of the 1996 GPH-MNLF Peace Agreement. This PAMANA project 2017-2018 will be implemented in conflict-affected and conflict-vulnerable areas in Mindanao, and will commence in March 2017.

Under the overall supervision of the Head of Sub-Office (Cotabato), and under the direct supervision of National Security Officer (in Cotabato), the incumbent will be responsible for the local security needs of the *“*Peace and Development (PAMANA) Initiatives in Conflict-Affected Areas in the Autonomous Region in Muslim Mindanao (ARMM)” project in line with IOM policies, standards and commitments.

CORE FUNCTIONS / RESPONSIBILITIES

· Assist in the monitoring of the mission’s safety and security system, including the implementation of mission specific safety and security plans, by remaining conversant with various procedures and policies of the UN DSS and IOM Security Management System and reporting to the National Security Officer on safety security related matters in coordination with SSU.

· Maintain a close working relationship with UNDSS (United Nations Department for Safety and Security), counterparts in the government security services, international organizations and private security stakeholders.

· Assist in the preparation of reports relevant to local security assessments/evaluations of offices and projects, offering appropriate mitigation recommendations and contribute in the development and implementation of evacuation/emergency plans in coordination with SSU and UNDSS.

· Gather and update information that may affect or influence security and safety of colleagues and visitors in all program areas of operation.

· Regularly prepare/update threat/risk assessment reports and travel routes advisories for the IOM operations in Mindanao, in coordination with supervisors.

· Effectively monitor the local security situation and report significant events/incidents in a timely manner to supervisors, using prescribed reporting forms and modalities.

· Assist in the security administration activities (security clearances, TRIP profiles, staff profiles and lists etc.) are properly maintained and archived for future access if required.

· Maintain a file of all emergency services associated with the safety and security of IOM staff and operations.

· Coordinate security related travel arrangements and security briefings for staff and visitors as required including security related coordination of transportation services and medical evacuation.

· Assist to implement and maintain the Internal Warden System to ensure that the sub-office’s national/international warden lists and telephone tree are updated regularly.

· Under the guidance from supervisors, prepare and deliver security briefings as required.

· Maintain Emergency Communications Systems (ECS) and conduct periodic immediate action drills (e.g. fire drills, evacuation and communications exercises, radio checks) as required.

· Coordinate with the supervisor and assist in the training of the local security guards assigned to Cotabato Sub-Office premises and warehouses, ensuring that all guard activities are being conducted in an effective and professional manner.

· Monitor staff compliance with existing safety and security protocols including the completion of mandatory security training (UNDSS Basic and Advance Security in the Field online trainings, registration on the UNDSS Travel Portal amongst others) and attend country specific trainings and briefings.

· Perform other duties as may be assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Education

· University degree in Security Management fields from an accredited institution with three years of relevant professional experience; or

· Completed High School degree from an accredited academic institution, with five years of relevant professional experience and/or a combination of relevant professional/work experience.

Experience

· Previous field experience in international organizations, the United Nations System, multinational corporations, the military, police services or the private security sector is desirable;

· Minimum of three years of progressively responsible experience in security related activities;

· Ability to work in a multi-cultural environment with diverse professional backgrounds;

· Able to handle heavy workloads efficiently with minimal supervision amidst a multi-tasking environment and understanding the importance of close teamwork is highly regarded. In security/emergency services dedication to one’s duties is paramount and flexibility and commitment to these duties in an emergency will be expected and appreciated;

· Anticipates and prepares adequate responses to matters affecting staff safety and security;

· Interfaces with UNDSS, safety/security counterparts, relevant governments, and project beneficiaries;

· Applies knowledge of and supports the implementation of IOM and UNDSS safety/security policies/procedures in efforts to enhance staff security.

Languages

· Fluency in English and Filipino is required. Conversant in any ARMM language will be an advantage.
