Context:
Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean. To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d'Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative will aim to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programs related to the protection and reintegration of migrants developed and/or strengthened in the region, with a view to improving the governance of migration in the region. A major component of the Joint Initiative is the provision of sustainable reintegration assistance to more than 20,000 migrants in the targeted countries. IOM views that reintegration can be considered sustainable when
returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Having achieved sustainable reintegration, returnees are able to make further migration decisions as a matter of choice rather than necessity.
Under the direct supervision of the Chief of Mission (COM) in Gambia, and in coordination with the Project Manager of the Joint Initiative Programme of IOM Gambia and with the IOM’s Regional Thematic Specialist (RTS) for Migration Health Division (MHD) and Migrant Assistance Division (MAD) for West and Central Africa based in Dakar, the IOM Medical focal points in the countries of return, and with the IOM Operations / Protection Units, the successful candidate will be responsible for assisting with the organization and implementation of activities carried out by the Migration Health Unit (MHU) within IOM Gambia.
Core Functions / Responsibilities:
Assist with setting up the Migration Health Unit (MHU) in IOM Gambia.
Systematize the received information from Libya and other transit or destination countries from where migrants are returning.
Maintain communication channels with sending countries, directly with the medical focal points, where available, or with the protection or operations officers in the countries of return, following the principles of medical data confidentiality and only on a need to know basis.
Assist in identifying and defining the necessary post-arrival medical follow-up needs for vulnerable beneficiaries with medical conditions; liaise the same to the country focal points, keeping the relevant medical RST/focal points informed.
Contribute to the development and implementation of appropriate public health interventions that may benefit the reintegration process (e.g. Surveillance, prevention and health education of returnees) by carrying out research, collecting and analyzing information relevant to programme planning, and providing data and written inputs.
Supervise and support medical and non-medical IOM staff to ensure continuous provision of quality migration health services.
Organize training and issue guidance for the IOM data staff, (staff or contracted service providers) in Gambia, for purposes of data capturing and reporting.
Work in coordination with IOM Protection Officer, case management of vulnerable cases to ensure referral, treatment as well as monitoring and follow up (e.g. screening, interview, counselling, referral or assistance, depending g on programme capacities).
Coordinate closely with colleagues from MHPSS (Mental Health and Psycho social support).
Maintain relationships with counterparts in the Migration Health (MH) sector with the Ministry of Health and Social Welfare (MoHSW), health institutions and academia, as well as other relevant leading agencies.
Assist in the implementation of and adherence to IOM Standard Operating Procedures for quality assurance and control and the adequate reporting of incidents in the established Global Incident Reporting System.
Facilitate the integration of health assessment activities into the overall migration related programming of the mission, where appropriate through close collaboration with the various units at the field level.
Work closely with counterparts in the Ministry of Health and Social Welfare to share relevant data.
Contribute to the identification of opportunities for expanding migration health activities and programmes.
Facilitate reporting (periodic and ad-hoc) within the mission and the regional and global level of MHD on Assisted Voluntary Return and Reintegration (AVRR) activities.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• University degree in Medicine from an accredited academic institution with at least four years of professional experience; or
• University degree in Medicine from an accredited academic institution plus Master’s Degree in Pulmonology, Internal Medicine (including different sub-specialties of internal medicine group), Pediatrics, Emergency Medicine, Infectious Diseases, Public Health or other related fields from an accredited academic institution with two years of relevant professional experience.
Experience
• Working experience in the domain of health, two years of which is continuous clinical experience (either in clinical set-ups or immigration/settlement medical examinations or health assessments) is required.
• Experience in performing team management/ supervisory roles, preferably within the immigration/resettlement medical examinations is required
• Experience in managing and implementing medical evacuations and medical escorts, aviation medicine experience is an advantage.
• Experience in liaising with resettlement international organizations, and health services providers is an advantage.
Languages
Fluency in English is required. Working knowledge of Wolof is an advantage.
