Context:
Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d'Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
Under the overall guidance of the Chief of Mission and the direct supervision of the Resource Management Officer (RMO), the successful candidate will be accountable and responsible for the administrative and financial functions of IOM Banjul, Gambia.
Core Functions / Responsibilities:
Ensure adequate application of IOM’s administrative instructions, and application of internal control procedures to safeguard the Organization’s assets, control cash and prevent fraud.
Analyze unusual transactions (accounts payables, receivable and cash) to recommend processing.
Assist the RMO in the development and implementation of new/revised work methods, procedures, and systems.
Ensure financial documents are in conformity with relevant financial regulations, policies, and procedures.
Determine the correctness of cases processed.
Assist the RMO in forecasting cash flows according to activities in the Mission and ensure daily control of funds disbursed; ensure funding is received in accordance with donor agreements and internal control practice.
Work closely with other internal functional units of the mission, as well as banking donors and other stakeholders as required in the performance of administrative and financial functions.
In coordination with the RMO provide guidance to staff inside and outside the finance component concerning the correct application of finance regulations, rules, or procedures to cases.
Assist the RMO in preparation of annual budgets for the mission, monitor budgets control and report variances between budget and actual expenses, and assist in the preparations for budgets of new programs and donor’s reports.
Oversee and facilitate the payroll of Country office in coordination with RMO. Check Payroll versus budgets and ensure that salaries are correctly allocated to consistent with IOM’s Projectization criteria.
Create and facilitate teamwork and assist the RMO in training national staff in the area of administration, finance on IOM procedures and regulations with respect to e-support and PRISM.
In close coordination with the RMO, conduct regular monitoring and supervise the sub-office Finance activities.
Monitoring the Service fees mission project and ensuring proper reporting in coordination with the program units.
Undertake duty travel as required.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Accounting, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
• Experience in financial management, accounting and budgeting;
• Familiarity with financial oversight and public administration;
• Experience preparing reports, budgets, statistics and coordinate administrative activities;
• Good knowledge of human resources management (PRISM HR an advantage);
• Knowledge of IOM/UN Common System regulations, policies and procedures;
• Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
• Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP (PRISM)
highly desirable;
• Previous work experience in an emergency mission is an advantage;
• Knowledge of IOM/UN accounting system, software and procedures a distinct advantage;
• Knowledge of MS Office products and good computer literacy skills required.
Languages
Fluency in English is required. Working knowledge of French is an advantage.
