Position Title : DTM Coordinator (Displacement Tracking Matrix)

Duty Station : Erbil, Iraq

Classification : Professional Staff, Grade P3

Type of Appointment : Special short-term graded, Six months with possibility of extension

Context:

Under the direct supervision of Chief of Mission and in close coordination with the Senior Emergency Coordinator, and in liaison with relevant Programme Managers, the successful candidate will be responsible and accountable for management and coordination of the Displacement Tracking Matrix (DTM) Programme, and other IM and research projects related to population movements across Iraq.

Core Functions / Responsibilities:

  1. Manage the Displacement Tracking & Monitoring Programme (DTM Programme), including emergency related tracking activities of the Displacement Tracking Matrix (DTM) of IDPs and Returnees.

  2. Set up DTM mechanisms, including flow monitoring, site assessments and other information gathering systems. Design population tracking methodologies and other assessments tools in order to capture the fluid IDPs and returnee movement trends.

  3. Coordinate Field data collection through RART teams, Information Management operational aspects including the Database and the Geographical Information System (GIS) sections. Supervise the correlation of data collected to facilitate the mapping and analysis of displacement and return data for all the projects in Iraq.

  4. Represent the DTM programme at the Inter Cluster Coordination Group (ICCG), and provide timely population displacement data and analyses to critically inform the emergency response and Iraq humanitarian strategic documents in close coordination with OCHA and the Information Management Working Group (IMWG).

  5. Coordinate governmental capacity building activities in partnership with statistical offices at the regional and federal level, and design IM packages to support emergency coordination bodies established by the government to lead the humanitarian efforts countrywide.

  6. Lead the research unit to design and implement large scale assessments and thematic surveys as per programme needs in coordination with other departments, promote their dissemination and usage among humanitarian and governmental stakeholders.

  7. Coordinate IM support to emergency operations related to migration crisis including on data management, production of information products, and design and implementation of technological solution for IM purposes.

  8. Organize appropriate trainings for displacement monitoring team on issues related to population movements, including definitions, numbers and trends, impact on receiving populations, human rights concerns and basic humanitarian needs.

  9. Ensure the integration of gender perspectives and attention to specific women/girl's and children’s rights issues (vulnerable groups) within all IDPs/returnee activities, and promote the usage and dissemination of DTM Protection enhanced indicators through Standard Operating Procedures (SOPs) and other referral mechanisms.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Science, Social Sciences, Information Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in Information Management or Disaster Risk management;

• Experience in the development and implementation of population database a distinct advantage;

• Working experience in the region is an asset.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
