Context:
Under the direct supervision of the Chief of Mission (CoM) in Papua New Guinea (PNG), and in close coordination with the Regional Office for Asia Pacific, Bangkok, Thailand, the successful candidate will be responsible and accountable for the coordination and implementation of IOM activities within the framework of the emergency operation in the Earthquake affected areas of Papua New Guinea.
Core Functions / Responsibilities:
- Lead the overall development and implementation of emergency-related efforts, including Shelter/Non-Food Items (NFIs) and Water, Sanitation and Hygiene (WASH), Camp Coordination and Camp Management (CCCM) and Displacement Tracking (DTM) in the Papua New Guinea earthquake affected zones (Area of Responsibility – AoR).
- Lead in the coordination of IOM PNG emergency programming in the AoR in coordination with Disaster Management Team (DMT) partners, NGOs, State and local authorities, and other stakeholders.
- Coordinate operational, administrative and financial aspects of all relevant programming, including oversight of implementation in the AoR.
- Spearhead the development of information gathering, reporting, monitoring, and evaluation frameworks for emergency programming in the AoR.
- Represent IOM at all relevant local cluster meetings, related fora, and other emergency-related events (meetings, presentations, discussions, visits, negotiations etc.).
- Act as Lead for the Shelter/NFI/CCCM Cluster (local cluster) and integrate adequate IOM and partner assistance to ensure cluster is managed adequately including technical and IM roles.
- Develop new programmatic areas focused on recovery and reconstruction and liaise with donors to bring in additional funding required to support the EQ response.
- Drive all internal and external narrative and financial reporting related to programming implemented in the AoR, ensuring quality of inputs in line with IOM and donor requirements.
- Assure high-level quality of deliverables. Provide technical guidance and oversight of compliance to programme partners, technical advisers, programme staff, implementing partners and service providers.
- Ensure proper visibility and promotion of emergency efforts undertaken in the AoR.
- Provide leadership, guidance and training to programme staff.
- Oversee and guide the work of surge personnel in the AoR as necessary.
- Undertake duty travels with the aim of project/programme assessment, liaison with counterparts, problem solving, and development of new initiatives, as required.
- Perform such other duties as may be assigned.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
Education
• Master’s degree in Political or Social Sciences, International Relations, Humanitarian Affairs or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in emergency settings with strong knowledge of IOM/UN project life cycles; • Strong combination of training and experience in the field of operations, and solid working experience in complex environments • Experience in liaising with government authorities and local communities, as well as national and international institutions; • Broad field experience in the areas of Shelter and NFIs, WASH, CCCM/DTM and Disaster Risk Reduction; • Experience of working in conflict situations and heading field offices or sub-offices is a distinct advantage; • Familiarity with IOM/UN administrative and financial management; • Familiarity with the region is an asset.
Languages
Fluency in English is required. Working knowledge of regional languages is an advantage.
