Position Title : Project Officer (Displacement, Tracking & Monitoring (DTM))

Duty Station : Erbil, Iraq

Classification : Professional Staff, Grade P2

Type of Appointment : Special short-term graded, Six months with possibility of extension

Context:

Under the direct supervision of the Programme Coordinator (Displacement, Tracking and Monitoring (DTM)), and in close coordination with National Information Management Officer for DTM, the Project Officer (DTM) is responsible for overseeing all aspects of reporting on the implementation of displacement tracking and of various activities or projects which may develop within the Displacement Tracking and Monitoring Unit (DTM).

Core Functions / Responsibilities:

  1. Report and analyse DTM data and provide feedback to the Information Management (IM) Unit regarding any inconsistencies. Draft the weekly DTM report, population movement analyses, emergency tracking, and other outputs and DTM reports. Support the design of Information Management (IM) products.

  2. Analyze information from the Field and map conditions and needs in areas affected by population displacements.

  3. Organize appropriate trainings for the Rapid Assessment and Response Teams (RART) on issues related to DTM, including definitions, numbers, trends, impact on receiving populations, human rights concerns, and basic humanitarian needs.

  4. Support programme implementation and reporting. Track progress and ensure that deadlines are met.

  5. Research, analyse, write, and format internal and external programme reports and documents. Proof-read documents, attend meetings, take meeting minutes, and provide administrative support as requested by the supervisor.

  6. Conduct research to support survey design, assessment preparation, and report development.

  7. Liaise with relevant authorities, UN agencies, NGOs, think tanks, government authorities, and other stakeholders on issues relevant to the programme. Represent IOM at relevant meetings.

  8. Support the IM Officer in ensuring the dissemination and adaption as necessary of information management tools that meet partners’ and other humanitarian actors’ needs;

  9. Support and represent the role and functions of the DTM programme within the CCCM cluster, including site assessments. Liaise on a regular basis with the Protection cluster and its sub-working groups to represent DTM functions.

  10. Maintain organized databases and narrative reports of all information collected on return and movements.

  11. Support the organization and deployment of DTM missions to the Field. Organize the logistics for and procurement of DTM materials to ensure timely response.

  12. Assist the DTM Programme Coordinator with the overall supervision of the RART Support Unit and ensure that deadlines are met.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, International Relations, Political Science, Communications, Information Management, Computer Science or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience working in international organizations and the humanitarian community;

• Experience in project management and implementation;

• Experience in data collection, research, and report writing;

• Experience in statistical analysis (STATA, SPSS, etc);

• Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;

• Strong computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing;

• Experience in the development and implementation of population databases a distinct advantage;

• Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset;

• Work experience in or knowledge of Iraq and/or the region as a whole would be an asset.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.

Note

  1. With Frequent travel to Baghdad and other governorates.

  2. Screening for some communicable diseases may be required for Iraq visa issuance.

Other:

Internationally recruited professional staff are required to be mobile.
