Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004.
The DTM Support Team, based in headquarters, assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. The team provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. At the global level, the team is also striving to enhance the DTM by working on a multitude of initiatives exploring further integration of innovative technologies, improving capacity building components, and designing more streamlined processes.
Under the direct supervision of the DTM Global Coordinator, and the overall supervision of the Head of PRD, the successful candidate will be responsible and accountable for providing support to the activities and services provided by DTM support team in headquarters for DTM implementation in the field worldwide
Core Functions / Responsibilities:
Support developing, testing and deployment of databases, software and other technology solutions (including. mobile applications) and compilation of business requirements, technical specifications, user and technical documentation and standards for DTM related applications
Visualize and map data whilst assuring data consistency utilizing appropriate GIS/mapping tools and products. Support creation of country atlases and regularly update base maps in line with identified requirements.
Support enterprise data warehouse solution and ensure smooth dataflow from data warehouse to GIS solutions
Assist in providing input for geographic data and administrative divisions for various IOM databases for tracking population movements and displacement locations
Assist in providing technical and strategic inputs into ongoing information management initiatives and partnerships.
Contribute to the data collection processes, query, analysis and the overall data management activities to ensure the common spatial data standards and structures are applied and data are managed properly throughout the data management cycle.
Support development of various in-house database solutions
Assist in the preparation of standard operating procedures (SOPs) on spatial data infrastructure and geodatabases developed to ensure sustainability.
Within the framework of IOM’s the Counter Trafficking Data Collaborative (CTDC), support the development of new GIS layers for IOM and its partners’ victim of human trafficking data, including human trafficking route segment, corridor, perpetrator, country level data.
Support the development of GIS map layers for DTM datasets incorporating indicators of trafficking, abuse, exploitation and vulnerability of migrants.
Perform such other duties as may be assigned.
Desirable Qualifications:
a) University degree in information systems, geography, cartography or a related field with concentration in technology applications; b) experience in geography, cartography, GIS and graphic design; c) proficiency of ArcGIS and any other open source software; d) experience in Database Information Systems development (SQL or Oracle), preferably in support of assessment and data collection system; e) experience in programming using one or more of the following tools: Access, python would be an advantage.
Languages
Fluency in English is required. Working knowledge of Arabic, French or Spanish an advantage.
