Context:

The Assistance to Vulnerable Migrants (AVM) Unit is the institutional focal point whose activities are directed towards preventing the abuse and exploitation of migrants, particularly at points of transit and destination where they are often most vulnerable, and protecting and empowering migrants who have been trafficked or who may have experienced abuse or exploitation.

Within the framework of the UK Department for International Development (DFID) funded “Safety, Support and Solutions in the Central Mediterranean Route” project, which will be implemented by IOM from 2018 to 2020, the AVM Unit will be responsible for developing guidelines and standards that contribute to the protection, identification, referral and direct support to migrants in vulnerable situations. Specifically, AVM will oversee the development, field testing, and rollout of a determinants of migrant vulnerability training toolkit based on the IOM Handbook on Protection and Assistance to Migrants in Vulnerable Situations.

Under the overall guidance of the Head, AVM and the direct supervision of the Project Manager, the successful candidate will be responsible for managing and overseeing all activities related to the development and implementation of the determinants of migrant vulnerability toolkit. S/he will serve as first point of contact and direct field testing in the countries of Burkina Faso, Mali and Niger, in close cooperation with the Regional Office (RO) and IOM Country Offices (COs).

Core Functions / Responsibilities:

  1. Guide, direct and supervise the overall implementation of the activities related to the determinants of migrant vulnerability training toolkit under the DFID-funded project. Take action to expedite implementation through discussions and correspondence with relevant staff, authorities and partners, and participate in evaluations and reviews.

  2. Appraise and develop a monitoring framework, ensure its integration and application, and regularly monitor and analyze progress, taking corrective action, making revisions and providing guidance as required.

  3. Analyze and assess donor requirements, develop schedules, arrangements and methods, and ensure compliance in all matters, including procurement, implementation, and reporting.

  4. Coordinate with IOM London and prepare implementation, progress, donor, and budgetary expenditure and results reports as inputs for the fulfillment of reporting and donor liaison efforts and requirements.

  5. Design and develop determinants of migrant vulnerability training toolkit based on the IOM Handbook on Protection and Assistance to Migrants in Vulnerable Situations. Identify, recruit and supervise relevant expert-thematic consultants as needed.

  6. Direct, provide guidance and coordinate field testing activities in three target countries. Provide financial, administrative and technical backstopping as required, and serve as first point of contact for issues, queries and other needs in the field.

  7. Prepare, promote and present materials for briefings, summaries, press releases and other relevant information needs, as required.

  8. Identify new opportunities, justify and describe project possibilities, and substantively contribute to the design and development of new projects related to the determinants of migrant vulnerability model.

  9. Undertake duty travel as required.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in the field of migration management, specifically related to migrant assistance and/or counter-trafficking;

• Experience in drafting project proposals, reports, training materials, and/or public information materials;

• Experience in project design, management, implementation, administration of migration issues;

• Familiarity with IOM’s determinants of migrant vulnerability model;

• Familiarity with IOM guidelines and policies on migrant assistance;

• Experience in preparing narrative and financial project reports, statements and/or projections;

• Experience in carrying-out capacity-building sessions;

• Experience in monitoring, reporting, and/or evaluation.

Languages

Fluency in English and French is required. Working knowledge of Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
