Context:
Since its inception in 1951, IOM has organized the international transport of more than 15 million migrants and refugees. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. International movements of migrants and refugees occur from nearly every IOM mission in the world. Movement programmes account for more than 25% of IOM's operational budget.
The Statistics and Information Management Unit supports the coordination of data and information within Department of Operations and Emergencies (DOE), Information and Communications Technology (ICT) Division and with other IOM operational entities through the development of data collection, information management, statistical reporting and communication tools, policy and guidelines, with the overall objective of improving the mutual understanding, cooperation and knowledge sharing among staff, managers and stakeholders.
Under the direct supervision of the Senior Movement Operations Manager and overall guidance of the Chief, Resettlement and Movement Management (RMM) Division, the successful candidate will be responsible and accountable for the overall management and quality control of data collected and stored in the Movement Management System Databases (MiMOSA and iGATOR); and the design and establishment of effective and efficient transportation assistance data and information management mechanisms including quality control, data security and other measures. S/he will be responsible for data and statistical analysis for the generation of Movement reports and documents.
Core Functions / Responsibilities:
Develop, plan and implement Movement data and information management strategy, approach and systems for RMM activities. Ensure effective mechanisms and systems to better organize and systematize the production, storage, dissemination and update of relevant data and information products as well as the standardization of data collection, recording and reporting, coordinating with other DOE divisions as well as other IOM departments providing assistance to migrants.
Manage the operational, administrative and financial aspects of the Statistics and Information Management Unit, and supervise the Information Management Specialists and Assistants, including assigning tasks, coordinating efforts, evaluating performance, conducting knowledge transfer initiatives, and providing training and backstop efforts as necessary.
Coordinate, as Movement Systems Business Process Owner (BPO), with the ICT software team and substantively contribute to the establishment of procedures and functional requirements for the development and enhancement of Movement Management systems MiMOSA & iGATOR for Movement and tickets related activity, as well as for corresponding reporting services.
Actively participate in business analysis activities and participate as a member of a development team in feasibility studies and systems analysis for redesigning processes and procedures to improve and meet the needs of movement processing. Closely coordinate with the ICT software team in building the Data Dictionary.
Keep abreast with the activities taking place in various regions and countries and establish synergies and coherence between data collection and analysis mechanisms, the generation and dissemination of information products, and the adaptation of narrative reports to be in synch with the trends to illustrate the IOM operations activities in response to realities on the ground.
Identify issues and provide solutions to business functional requirements by improving software, business processes and standard operating procedures considering end-to-end processes and scenarios, in coordination with internal departments.
Lead change management activities to assess and address the user impact of configuration changes and coordinate steps to mitigate the risks introduced due to the change including preparation of communication materials to the users and stakeholders.
Organize, design, plan and carry out the collection, evaluation, analysis, processing and dissemination of movement statistical data.
Provide substantive input to, and coordinate with the ICT Software team and the Data and Statistics unit (DSU) based in Manila, on the implementation of procedures and automated mechanisms to apply data quality control on the Movement data recorded in MiMOSA central data repository.
Provide substantive input to, and coordinate with the MiMOSA team and headquarters (HQs) ICT database manager, on the design of queries used for web access reporting tools, like SQL Reporting Service and Business Object (BO) query builder.
Develop guidelines for coherent and clearly understood reporting of movement data recorded in RMM legacy movement databases and MiMOSA central data repository while incorporating transport and operational expenditures recorded in PRISM for IOM field missions and HQs departments.
Identify and develop business solutions for recording transportation and movement expenditures to enhance donor reporting. Provide IOM donor invoicing missions or departments with relevant reports and documentation.
Represent IOM at relevant conferences, workshops and meetings related to the thematic area of expertise. Ensure that the Organization’s interests, goals and positions are properly represented, that new initiatives are introduced to donors and counterparts, and contribute to the development of relevant inter-agency guidelines, tools and other documents and analyses.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Computer Science, Statistics, Information Management or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in movement management and thorough knowledge of the Movement management systems, iGATOR and MiMOSA;
• Knowledge of database management and data analysis skills;
• Skilled in statistics and report generation with in-depth understanding of the IOM movement management processes;
• Advanced knowledge and understanding of computerized information systems;
• Knowledge of IOM programme requirements such as the US Refugee Admissions Programme, Canadian Warrant, Australian Refugee Programme and various return programmes;
• Good writing, communications and analytical skills;
• Good organizational and administrative skills.
Languages
Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.
