Burundi: Counter Trafficking Consultant

Context:

Objective: The main objective of the consultancy is to support the government of Burundi to develop a National Action Plan against Trafficking in Persons (TiP). The National Action Plan will be in French.

Target: Adopted National Action Plan

The overall objective of the project is to contribute to strengthening the capacity of relevant government authorities and civil society in Burundi to prevent trafficking in persons (TiP) and protect victims of trafficking.

Core Functions / Responsibilities:

  1. Conduct desk review, information gathering;

  2. Support the convening of a Workshop with key stakeholders to explore the development of the National Action Plan;

  3. Conduct meetings and interviews with the relevant government and non-government

    Stakeholders in Burundi;

  4. Draft National Action Plan for submission;

  5. Incorporate changes based on feedback;

  6. Submission of final National Action Plan for adoption;

  7. Support the convening of a Workshop to disseminate and present the National Action Plan to key stakeholders.

*Key deliverables to be performed under this contract:**

a. Tangible and measurable output of the work assignment.

  • Detailed work plan presented;

  • National Action Plan finalized and adopted by Government of Burundi.

b. Realistic delivery dates and details as to how the work must be delivered.

The expert’s services will be required over five months.

  • Detailed work plan presented prior to the commencement of the assignment

  • Workshop for development of National Action Plan conducted in March 2018

  • Draft Plan in May 2018

  • National Action Plan finalised in July 2018

  • Workshop for presentation of National Action Plan conducted in August 2018

    c. Performance indicators for evaluation of results (value of services rendered in relation to their cost).

  • Satisfactory completion of tasks indicated in the ToRs

  • Quality of writing, problem clearly stated, plan based on and responding to the problem defined, clear and concise organization, appropriate methodology, achievable targets based on national capacity, aligned with international best practice and legal framework

  • Satisfaction of partners with the consultation process and final NAP

  • Adequate and prompt provision of the technical inputs

  • Timely delivery of drafts and deliverables as indicated these ToR-s.

  • Professional and collaborative demeanor

Required Qualifications and Experience:

Education

  • An advanced university degree in Law, Social Science, Human Rights or related field

Experience

  • Relevant professional experience undertaking TiP strategic planning and policy development. Previous experience in the development of a National Action Plan is a very strong advantage;

  • Demonstrated experience in working with government partners and other stakeholders;

  • Excellent drafting ability. Previous publication in migration/TiP is required;

  • Excellent understanding of the subject matter, as well as relevant international and regional policies;

  • Familiar with the academic and research literature on the subject matter, up to date with the developments in the research and existing relevant global and regional policies;

  • Excellent written, communication (verbal and listening) and negotiation skills;

  • Personal commitment, efficiency, flexibility, drive for results; capacity to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds;

  • Relevant experience with an International Governmental Organization a distinct advantage.

Languages

Fluency in French and English is required.

Note

  • The position is open to Nationals and Residents of Burundi with a valid work permit;
