Established in 1951, IOM is the leading inter-governmental organization in the field of migration

Context:
Under the overall supervision of the Chief of Mission and the direct supervision of the
Programme Manager (Emergency, Preparedness and Post-Crisis), and in close coordination
with the Regional Emergency and Post-Crisis Specialist, the selected candidate will be
responsible for the programmatic, financial, administrative, and technical oversight of the
“Community Stabilization for Northern Rakhine State” Project, as well as the general oversight
and implementation of other IOM projects in Northern Rakhine State.

Core Functions / Responsibilities:

  1. Undertake overall project management of the Community Stabilization for Northern Rakhine
    State Project, including liaison and coordination with various implementing partners, project
    stakeholders and communities; ensure timely reporting to donors and be responsible for the
    overall management of the IOM Sub-Office in Maungdaw.
  2. Provide guidance and technical support to all personnel involved in the project, including
    Project Officers, consultants, and community outreach workers, to ensure that goals are
    achieved and services delivered in a timely and efficient manner.
  3. Collaborate closely with the international humanitarian and development community, existing
    and potential donors, and local government counterparts; ensure that project activities are
    carried out in line with agreed work plans and programme strategies; Warrant strict
    implementation of "Do no Harm" principles and conflict sensitivity approaches throughout the
    project and initiate adjustments as required; ensure that a resilience perspective forms an
    integral part of overall programme approach and implementation.
  4. Carry out field visits to project sites; meet beneficiaries and community stakeholders; obtain
    feedback on the effectiveness and impact of programme interventions at different stages of the
    project; adjust strategies and work plans in line with monitoring findings; take other corrective
    measures, as necessary; make arrangements for programme evaluation, if required.
  5. Assist the respective Programme Managers in planning, developing and monitoring the
    effective implementation of IOM’s other operations (DRR, safe migration, emergency response,
    DTM, and CCCM) in Northern Rakhine State, and ensure that IOM's project implementation is in
    line with national policies and strategies.
  6. Support IOM’s engagement on contingency planning, coordination with affected communities
    and local government, and if necessary, the operational side of resettlement activities, whilst
    supporting the coordinated approach to returns to places of origin for Internally Displaced
    Persons (IDPs).
  7. In coordination with the Chief of Mission (COM) and the Programme Managers, develop and
    maintain regular and constructive liaison and communication with the State/Regional
    Government, Township and Village authorities; participate in meetings and related forums in
    Northern Rakhine State.
  8. Report to and update the Programme Manager (Emergency, Preparedness and Post-Crisis
    Unit) and COM on progress of implementation; flag operational constraints and risks; propose
    risk mitigation strategies and take corrective actions; provide analysis and updates on the
    general humanitarian situation in Northern Rakhine State, when requested.
  9. Plan and implement measures to ensure staff safety and security in line with relevant policies
    and guidance of IOM and UNDSS, working closely with Yangon office and Security Focal Point.
  10. In coordination with the Resources Management Officer (RMO), plan and monitor budget
    utilization; ensure that expenditures and financial commitments stay within approved budget
    limits; propose corrective measures in financial management, when necessary.
  11. Undertake duty travel as required.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Law, Political Science, Human Rights, International Relations or a related
field from an accredited academic institution with five years of relevant professional experience;
or
• University degree in the above fields with seven years of relevant professional experience.

Experience
• Experience in project management specifically in the humanitarian field relating to migration,
returnees, refugee, IDP issues, stabilization and recovery, showing increasing levels of
responsibility;
• Experience in field-work in a challenging or remote environment;
• Willingness to travel up to 50% of the time to field locations and work in a diverse multi-cultural
environment;
• Experience in implementing projects in fragile and post-conflict political settings;
• Experience in implementation of "Do no Harm" based projects is a distinct advantage.

Languages
Fluency in English is required. Working knowledge of Myanmar language (Burmese) is an
advantage.

Other:
Internationally recruited professional staff are required to be mobile.
