Context:
Under the overall supervision of the Chief of Mission (COM) in Dhaka, the direct supervision of the Emergency Coordinator (EC) and in coordination with the Head of Sub-Office (HoSO) in Cox’s Bazar, the successful candidate will be responsible for the provision of support and project development, Monitoring and Evaluation (M&E), media and donor relations for all of IOM programmes in Cox’s Bazar, Bangladesh.
S/he will provide oversight to streamlined and efficient internal and external sharing of information; timely and accurate reporting though robust M&E structures; ensuring sufficient funding of the emergency response in Cox’s Bazar through supporting project development and strong donor relations; and regular and engaging media and communications products.
Core Functions / Responsibilities:
Programme Monitoring and Evaluation
Maintain up-to-date knowledge of all programme implementation in Cox’s Bazar, Bangladesh.
In coordination with the Resource Management Officer (RMO) and the EC, liaise between IOM finance staff and programme managers to ensure that the latter are observant of financial requirements.
Coordinate and administer the operational, administrative and financial aspects of the Programme Support Unit in Cox’s Bazar, including oversight responsibilities of Programme Support staff.
Assess programme implementation modalities, assist in achieving maximum efficiency in programme delivery, measure and report results to senior programme staff and counterparts, and directly inform programme strategy on a continual (rolling) basis.
Provide technical support to the M&E officer in monitoring activities in order to generate data and inform/identify in advance implementation challenges, formulate solutions and ensure timely delivery of activities and services within the designated timeframe.
Support the Grants Manager in overseeing the development and maintenance of the grants management system to track and control of grant ideas and approved grant activities to better support activities undertaken by IOM Implementing Partners.
Support the M&E officer in ensuring logical and efficient planning, deployment of monitoring staff to achieve data gathering objectives.
Identifying, training and supervising monitoring staff and implementing partners in preparing progress reports and consolidated progress reports.
Coordinate with programme coordinators/units to support drafting of regular progress reports to be submitted to the donor, Regional Office and Headquarters.
Undertake field missions relating to project/programme assessment, liaison with counterparts, problem solving, and new project/programme development, as required.
Programme Development and Donor Liaison
Serve as a liaison in Cox’s Bazar, Bangladesh for the design and development of new programmes/projects in close coordination with the COM, HoSO, EC, Regional Office, relevant programme managers, governmental authorities and international and regional institutions as well as partners’ organizations in public/private sector.
Support the EC and HoSO in designing programme components based on solid results framework that respond to emerging trends and national and donor priorities
Support the EC and HoSO in contributing to the process of establishing a functional governmental and non-governmental infrastructure capable of raising awareness on issues relevant to IOM’s mandate and Cox’s Bazar, Bangladesh, promoting project/programme related activities, and strengthening upon existing referral structures through assistance mechanisms.
Chief of Mission and Emergency Coordinator Support
Identify areas of programme implementation which require the COM’s and/or the EC’s intervention.
Where needed, represent the EC in inter-agency meetings in relation to the establishment and implementation of joint programmes in coordination with Programme Managers as well as any other meeting, as requested by the EC and HoSO.
Ensure adequate follow-up with mission staff in support of the COM's strategic input and key decisions, including oversight of the mission's development of a country programme.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
