Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

Context:

The National Task Force responsible for operationalizing the Bangladesh Government’s National Strategy instructed IOM since 2013 through the MoFA to lead a coordination structure for UMN humanitarian assistance. IOM therefore established an Inter-Agency Coordination Mechanism at National and Sub-National level. Evolving needs, a growth in response and a plethora of coordination meetings at field level have overwhelmed existing mechanisms thus leading to a new inter-sector coordination approach.

Following escalation of violence in Rakhine State, Myanmar, on the 25 August 2017, more than half a million Rohingya have fled across the border into Bangladesh, resulting in a severe humanitarian crisis. IOM, in support of the Government of Bangladesh, has been mandated to coordinate humanitarian activities in Cox’s Bazar. The Inter-Sector Coordination team supports this function, providing coordination and information management services to operational agencies responding to the refugee crisis.

Under the strategic direction of the Inter Sector Coordination Group (ISCG) Senior Coordinator, the direct supervision of the IOM Inter-Sector Coordinator , and working closely with the relevant team leader and units, the successful candidate will support the ISCG in emergency preparedness and response, liaison, information management and advocacy functions to ensure the effectiveness of the humanitarian response.

S/he will work in close collaboration with the local humanitarian and recovery community at both technical and operational levels. This will require liaison with humanitarian and recovery

agencies, central and local authorities, as well as other actors across areas of operation (central and local levels), to ensure effective and transparent coordination. S/he also provides support in monitoring, translation and reporting of humanitarian situations on a regular basis.

S/he will be based in Cox’s Bazar and will travel to field locations as required. A geographical area of responsibility may be assigned.

Core Functions / Responsibilities:

  1. Ensure effective support to coordination of the relief/recovery response and preparedness.

  2. Provide/elaborate/disseminate translation of relevant information on humanitarian/ recovery activities, in close consultation with stakeholders, and facilitates knowledge sharing.

  3. Lead in emergency preparedness and response activities, including elaboration/updating response and contingency plans.

  4. Ensure/support the planning, implementation and strengthening of inclusive coordination in his/her areas of responsibility, identifies gaps and suggests corrective actions, and ensure inclusion of cross-cutting issues, such as gender mainstreaming, environmental sustainability, etc.

  5. Establish/maintain effective communication on a regular basis with stakeholders, including Government officials, UN agencies and NGOs to foster coordination in preparedness and response efforts, and advises on solutions to operational challenges.

  6. Depending on situation, lead/support inter-agency coordination forums as well as other internal and government-led meetings, as required, including provision of secretariat support such as minute taking and dissemination.

  7. Facilitate building sector-specific strategies and institutions that will address issues at the field level in collaboration with the Government and other partners.

  8. Monitor developments in the area of responsibility, collects, analyses and disseminates information to identify trends, challenges and solutions.

  9. Prepare internal/external reports/analysis/translation of the situation, supports information collection and development of information products such as the ‘who does what where’ database and resulting map products in collaboration with the information management unit.

  10. Support monitoring, identification of gaps, lessons learned and evaluations, in collaboration with stakeholders.

  11. Contribute to knowledge networks and communities of practice.

  12. Perform other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, Economics, International Relations, Political Science, Physical Sciences, Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Progressively responsible professional experience in experience in the field of humanitarian/recovery affairs, knowledge on global policies and guidelines related to humanitarian/recovery affairs and humanitarian reform;

• Strong computer skills;

• Proven high-level representation skills, such as speaking at meetings and providing situational analysis;

• Proven capacity to work effectively in small teams;

• Experience working in implementation and delivery of humanitarian/recovery projects at the field level is a must;

• Experience working in complex settings that requires sound judgment, and operational flexibility;

• Previous experience in a similar capacity with humanitarian agencies, in particular the UN, preferred.

Languages

Fluency in English is required. Working knowledge of Bengali, Chittagonian or Rohingya is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
