Context:
Under the direct supervision of the Chief of Mission, Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), and Republic of Palau, and with technical support of the IBM Regional Thematic Specialist in IOM’s Regional Office in Bangkok and IOM Headquarters (HQs), the successful candidate will be responsible for the development, management, implementation and coordination of the Immigration and Border Management (IBM) programme in the RMI. S/he will be expected to closely coordinate the programme with the Majuro Head of Sub-Office and the other programme managers in communication with the government and other stakeholders.
Core Functions / Responsibilities:
Manage all aspects of IOM Majuro’s IBM MIDAS (Migration Information and Data Analysis System) project in line with IOM and donor requirements. Oversee and coordinate the work of all project staff members in operations/logistics, procurement, and financial/budgetary planning. Exercise quality control over all procedures and documents, and ensure proper follow-up as necessary.
In coordination with the Chief of Mission, support the Government of the Republic of the
Marshall Islands to strengthen its border management at all points of entry and exit. Build
capacity – focusing on equipment, skills and systems – of front line officials and services to facilitate a more efficient and effective border management system.
Enhance resource mobilization efforts of IOM Micronesia’s IBM portfolio. This includes donor liaison, project development and positioning IOM strategically with government, development partners and technical working groups. In addition, the incumbent will promote joint resource mobilization efforts for border management and other IOM programmes.
Develop and contextualize training plans and manuals in coordination with Government counterparts.
Manage, oversee and coordinate migration and border management activities, including capacity building trainings, in coordination with technical experts, such as: MIDAS users training and installation, passport examination, investigation techniques, records management and data protection, migration terminology and concepts, travel documents & identification – passports and visas.
Prepare and ensure the timely submission of reporting on projects, including ad hoc, monthly, interim, quarterly, annual and end-of-project reports. Meet the Mission’s and the donor’s reporting requirements by providing specific data, analysis and financial reports.
Manage, direct, mentor and supervise the National Programme Officer (IBM).
Represent IOM and participate in relevant conferences, workshops, trainings and seminars.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in in International Relations, International Law, Political or Social Science, Humanities, Military Science or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
• Studies in the National Border or Police Academy of country of residence may be considered an equivalent diploma with seven years of relevant professional experience.
Experience
• Experience in project/programme management with United Nations agencies or non-governmental organization in migration management focusing on border management, Security Sector Report and other related fields, with supervisory responsibilities and demonstrated achievements;
• Demonstrated experience of finance, procurement and human resource management in the context of a project or a programme;
• Experience in planning, organizing, and delivering trainings;
• Experience in conducing monitoring and evaluation (M&E), with understanding of M&E tools and approaches;
• Experience in writing training plans, manuals, statements of works, standard operating procedures and detailed instructions;
• Experience providing support to national efforts in training/capacity building, law enforcement, operations, border security and/or management is desired;
• An understanding of MIDAS is an advantage.
Languages
Fluency in English is required. Working knowledge of Spanish and French is an advantage.

Internationally recruited professional staff are required to be mobile.
