Established in 1951, IOM is a Related Organization of the United Nations, and as the leading
UN agency in the field of migration, works closely with governmental, intergovernmental and
non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
The scale of humanitarian needs in South Sudan is unprecedented with approximately 2 million internally displaced persons (IDPs). The conflict has significantly worsened the already dire water, sanitation and hygiene (WASH) needs in the country. The health effects resulting from the lack of adequate, sustainable water and sanitation services is compounded by the collapse of the health care system in many areas. This has left populations, particularly those in remote areas or overcrowded displacement sites, at heightened risk of water-related diseases. Women, and children, are disproportionately affected by unsafe and insufficient access to safe water and lack of adequate means to address proper hygiene and sanitation, including safe menstrual hygiene. In this context, women and girls, in particular, are at high risk of Gender Based Violence (GBV).
The “Integrated Emergency WASH and Response and Prevention of GBV” program is working to save lives and preserve the dignity of vulnerable populations of displaced people and host communities living in cholera hotspots areas, through increased access to safe, equitable and adequate WASH services, and through prevention and response to GBV.
IOM requires consultancy services (firm or team) to develop a Behavior Change strategy, curriculum and toolkit to strengthen social norms, values and existing capacities that support positive health outcomes, violence prevention and gender equality and to transform harmful social norms which perpetuate high rates of morbidity and mortality, perpetuate violence against women and girls and undermine gender equality in the context.
IOM anticipates that the Behavior Change strategy, curriculum and toolkit will be based on the following:
• Formative research to identify social norms, values, attitudes, practices and beliefs of girls, boys, women and men for particular behaviors that inhibit or facilitate health outcomes, violence reduction and gender equality in the local context. Target behaviours include: handwashing, water treatment and storage at the household level, taboos around defecation especially for women and adolescent girls, menstrual hygiene management, women’s leadership and non-traditional roles in water and sanitation management, stigma around sexual and intimate partner violence, harmful masculinities and male sexual entitlement.
• Participatory ensuring effective engagement with various stakeholders. Approach to ensure
persons affected by the crisis are all the centre of the design, including school age children including adolescents, their parents and other community members.
• Identification and use of existing evidence-based approaches of “what works” for behaviour change for health outcomes for WASH and GBV from South Sudan and other similar contexts, including use of ecological model and flexible multi-layered approaches.
• Understand and incorporate in the design the different aspects of power, identifying gender and social inclusion dimensions, and ensure that each step is used as an opportunity to promote gender equity.
• Collaborate closely at all stages with the IOM WASH and GBV program team.
• Promote wider benefit and impact for the people of South Sudan by collaborating with relevant stakeholders.

1. A. Design and conduct formative research of social norms, values, attitude, practices and beliefs that are barriers and motivators for health outcomes, violence reduction and gender equality among target communities and IOM WASH and GBV team and partners.
B. - Review evidence based approaches for BCC related to WASH, gender equality and
GBV.
Lead the design and support the implementation of the research, including methodology, design and pre-testing of tools.
Identify barriers, motivators and communication channels.

2. A. Develop strategic approach, based on identified key attitudes and behaviors and target groups
B. Develop the strategy based on formative research findings (expected target groups and target behaviors identified) including strategies to address community and staff behaviour change.
C. 2 Weeks (12 days)
3. A. Develop behavior change curriculum and engagement approaches in detail (including testing and finalization).
B. - Draft curriculum for engaging children including adolescents, their parents, community and IOM and partner staff.
Pilot the curriculum with IOM hygiene promotion and GBV teams in selected communities.
After the pilot phase, incorporate the feedback and finalize the materials.

4. A. Orient IOM staff e on the behavior change strategy, curriculum and toolkit .
B. Develop and conduct training to orient key staff on the behavior change strategy, materials and their use.

5. A. Develop participatory monitoring tools for ongoing measurement of attitude and behavior change.
B. Develop and test M&E tools to measure changes in social norms, attitudes and behaviors. C. 2 Weeks
• IOM will support logistics in country, co-lead the research implementation and will implement the pilot approach before finalisation.
• IOM will provide technical review for WASH, GBV and M&E prior to approval of deliverables.
Deliverables
Formative research methodology, tools and final report, with defined behaviour change inhibitors, facilitators and target groups;
WASH behaviour change and GBV behaviour change strategy outlining the theory of change and utilising evidence-based approached from tested social norms change approaches.
Behaviour change curriculum and approaches for working with target groups developed, piloted and assessed for effectiveness.
Training conducted for IOM key staff on the behaviour change strategic approach, curriculum and toolkit use.
Monitoring and evaluation approach and tools developed for measurement of changes in target attitudes and behaviours.
Required Qualifications and Experience:
Education
• Completed advanced university degree in Behavioral Psychology, Behavioral Science or
Psychology, Social Science/ Anthropology, Marketing or related discipline;
Experience
• Proven track record in developing behavior change products for social programming, specifically for WASH, gender equality and GBV programming;
• Demonstrated pedagogical expertise to design curriculums for using child and adult learning approaches;
• Experience designing and conducting barrier analysis including analysis and utilizing findings to design social norms change approaches;
• Availability to travel and work in country;
Languages
Fluency in English is required. Working knoweledge of Arabic is an advantage.

• Duty Station: This position is home based with field travel to Juba, South Sudan
• Applications: IOM invites proposals from organizations, consulting firms and individuals with the required mix of experience and skills. The proposals should include the following:
A cover letter expressing the interest to undertake the consultancy service, introducing the consultant’s mix of skills, experience and competences to be able to undertake the job proposed. The cover letter should include a brief profile of the firm, organization or individual.
A 10 page (maximum) proposal outlining how the consultant would meet the deliverables, including details on the methods and approaches proposes to fulfil the assignment.
A price proposal (not exceeding one page), in United States dollars, itemizing each of the deliverables with sufficient details including unit costs. IOM will cover the cost of accommodation and travel within country so those cost should not be included in the proposal.
CVs of lead persons who will provide services in country CV of each team member and, in case it is an organization, a brief profile of the organization.
