Context:

Under the overall supervision of the Head of Office in Sierra Leone, guidance from the Sierra
Leone Program Manager, and the direct supervision of the Health, Border and Mobility
Management (HBMM) Project Manager and Senior Public Health Coordinator, the successful
candidate will be accountable and responsible for supporting the planning, coordination,
implementation and monitoring of all IOM Sierra Leone HBMM activities pertaining to capacity
building. S/he will be responsible for all internal and external training aspects of the project,
particularly related to Community Event Based Surveillance (CEBS), Integrated Disease
Surveillance and Response (IDSR), and the International Health Regulations (IHR).

Core Functions / Responsibilities:

  1. Develop/adapt training tools and curricula on CEBS, IDSR and IHR in close coordination
    with the Senior Public Health Coordinator, WHO, CDC, MOH and other relevant health partners.
  2. Train community health volunteers and community leaders on their role in CEBS at border
    areas.
  3. Implement training on public health emergency preparedness plans through tabletop
    exercises and simulations.
  4. Conduct assessment and after-action meetings and reports development following
    exercises and simulations with recommendations for how to improve response capabilities.
  5. Conduct assessment of required infrastructure support to POEs and Primary Health Care
    facilities at/around POEs (isolation, IPC); procurement of basic needs.
  6. Assess existing coordination structures from POEs and border areas up to the national
    IHR focal point; identify gaps and provide recommendations for improvement.
  7. In coordination with the HBMM Cross-Border Project Officer, conduct workshop to discuss
    development of plans for cross-border surveillance information and for the development of the
    Emergency Public Health Preparedness plan at the PoEs.
  8. Conduct simulation exercise(s) on public health information sharing and joint response at
    target borders, and identify areas for improvement.
  9. Implement public health simulation exercises for health and non-health officials in border
    areas.
  10. Facilitate the timely recruitment and training of national and international contractors and
    consultants for CEBS, IDSR and IHR in accordance with IOM's policies and procedures.
  11. Participate in relevant conferences, workshops, steering committees, policy and technical
    working groups, as well as other forums to ensure proper coordination and presentation of
    HBMM activities.
  12. Undertake duty travel, in line with prevailing security restrictions, related to project
    assessments, liaison with counterparts, and project implementation, as required.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least four years
of professional experience; or
• University degree in Medicine from an accredited academic institution plus Master’s Degree in
Community or Public Health, Epidemiology or other related fields from an accredited academic
institution with two years of relevant professional experience.

Experience

• Experience in evaluating health program and protocols;
• At least two years’ experience in health care setting, with a specific focus on surveillance
(IDSR, IHR, and CEBS) sector and/or;
• Two years of operational and field experience in migration and displacement health-related
issues, sanitary emergency and in program development;
• Knowledge of structures and functions of national and international health agencies, donors
and organizations;
• Familiarity with the health sector in the African Region an advantage;
• Command of immigration and border management methodologies, from both operational and
policy perspectives, the International Health Regulations (requirements and applications), and
crisis and risk management (preparation and mitigation) would be an advantage;
• Good knowledge of project formulation, administration, monitoring and evaluation techniques
and practices;
• Excellent level of computer literacy.

Languages

Fluency in English is required. Working knowledge of French, Sierra Leone local language or
West African local dialects is an advantage.

Notes

  1. This position will require the successful candidate to be based at the IOM country office in
    Freetown, with frequent travel to border areas and other districts to oversee technical aspects of
    HBMM activities.

Other:

Internationally recruited professional staff are required to be mobile.
