II. Organizational Context and Scope
Established in 1951, IOM is the leading inter-governmental organization providing services to governments and migrants in the field of migration. With 146 member states and offices in more than 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all.
Since 2015, IOM has led a project funded by the US Bureau of Population, Refugees, and Migration (PRM), that has enabled three core emergency response teams in IOM – Camp Coordination and Camp Management (CCCM), Displacement Tracking Matrix (DTM) and Shelter, to play a leading role in the humanitarian sector in mainstreaming gender-based violence (GBV) prevention and mitigation. The project entitled, “Promoting the Reduction of Improved Operational Response to Gender-Based Violence through Camp Management and Site Planning” is currently in its third phase. While the first two phases of the project saw the development of tools and resources to strengthen GBV mainstreaming in CCCM, DTM and site planning activities, phase three will focus on the consolidation and institutionalization of the developed tools in order to make them part of standard emergency response frameworks and practices.
III. Responsibilities and Accountabilities
Under the overall supervision of the CCCM Global Cluster Coordinator and direct supervision of the Programme coordinator, the Consultant will be responsible and accountable for 1) developing one online platform dedicated to the dissemination and exchanges on the women’s participation toolkit; 2) developing and/or integrate one additional platform for mainstreaming of GBV prevention and mitigation tools for IOM internal and external online platforms.
In particular, s/he will:
Women’s Participation dedicated Platform:
Carry out consultations with relevant stakeholders to determine functions and thematic areas of application needs for the platforms.
Review and evaluate existing platforms used in humanitarian’s communities of practice; present findings, share best practices and recommendations to programme coordinator and team.
Develop strategy for design of user interface and demonstrate a prototype platform using the gathered requirement from stakeholder consultations and best practices.
Design an online platform for Community of Practice dedicated to strengthening women’s participation in displacement sites that enable sharing and exchanging of tools and materials (downloading and uploadin), which fosters user feedback and discussion, has both public and restricted functionalities, and is easily managed and maintained by non-technical persons.
Create user manual(s) and carry out trainings for non-technical IOM staff to manage and maintain the new platforms.
Mainstreaming of GBV prevention and mitigation tools for IOM platforms:
Review and evaluate IOM’s existing internal and external learning platforms and online repositories (such as SDL’s Cornerstone and IOM’s online Emergency Manual) with the aim of integrating and mainstreaming GBV preventions and mitigation tools.
Liaise with relevant program officers and team members to understand users' needs and identify corresponding user interface requirements, workflows, and functionalities.
Develop strategy and workplan(s) based on identified opportunities and gaps. Carry out implementation of the workplan to mainstream tools developed for GBV prevention and mitigation around Site Planning, CCCM, and DTM, available to IOM Staff and external users.
Liaise and coordinate with relevant units and departments within IOM to implement the mainstreaming workplan.
CCCM Cluster’s online platforms:
Review and evaluate online platforms used for CCCM cluster, carry out consultation and provide assessment of usability and functionality; identify need, gaps and present recommendations for improving interactive-quality and hosting solutions.
Working with the cluster support teams, develop strategy and workplan for improvement, consolidation and mainstreaming of GBV-related tools into the various online presence
Explore ways in which various working groups and community of practices (including the one for women’s participation), along with other interactive features can be integrated.
Create user manual(s) and carry out trainings for non-technical CCCM support staff (IOM and UNHCR) to manage and maintain the improved platforms.
Others:
Provide source files to IOM at the end of the consultancy.
Perform such duties as may be assigned by the direct supervisor.
IV. Required Qualifications and Experience
Education and Experience
Candidates should have a university degree in computer science, communications, or related field and demonstrate experience in the graphic design and technical implementation of user interfaces in a web-based environment. Candidates should provide a portfolio containing examples of their achievements.

VI. Technical Skills
The incumbent should exhibit the following skills and technical expertise:
· Solid understanding of the concepts of user experience, user interface design principles and conceptual design
· Expertise in Content management system (CMS) mainly Drupal, WordPress and other related platforms
· Any experience in eLearning platforms that can be adapted in the new site
· Expert knowledge of HTML, CSS and JavaScript
· Knowledge of Bootstrap, jQuery and AngularJS.
· Knowledge of industry-standard design tools such as Adobe Photoshop, Illustrator and Dreamweaver
· Eye for design and attention to detail are essential
· Knowledge on Site Planning, CCCM, and DTM is preferential
· Device responsive web page layout designing that renders in any given smart device
