Context:

Under the overall supervision of the Head of Sub Office and direct supervision of the Senior Programme Coordinator (Cross Border) and with the technical support from the Monitoring and Evaluation Officer (Whole of Syria (WoS)) the successful candidate will assist in the development and implementation of the M and E activities, to produce evaluation reports, data and analysis based on the M&E activities and findings.

Core Functions / Responsibilities:

  1. Support the development of the framework for Program Monitoring and Evaluation, in coordination with program management and WoS M&E, ensuring that monitoring and evaluation arrangements comply with donor agreement and program requirement.

  2. Make suggestions for cross border M&E departmental procedural improvements to ensure comprehensive and detailed coverage of projects throughout all stages of the implementation and to provide relevant information for performance management and evaluation of program activities.

  3. Assist Senior Programme Coordinator (SPC) in monitoring and review existing monitoring mechanisms and reporting documents including but not limited to project-level M&E plans, data collection tools, Site Visit Notes and Final Evaluation Reports. Provide feedback and report critical data to SPC regarding any inconsistencies and assessment preparation, strengthen where necessary.

  4. Liaise with internal and external M&E groups to keep abreast of current M&E practices linking to project development opportunities.

  5. Liaise and coordinate with the technical colleagues from other missions and WoS M&E officer to provide inputs, information and statistics for M&E documents and quarterly, annual and other reports.

  6. Support the implementation, periodic review, application and improvement of monitoring and evaluation systems cross-border programme, in order to measure the progress related to the achievement of the expected outcomes, outputs and activities defined in the project documents. This includes liaising with IOM Whole of Syria Officer on M&E best practice, tools and frameworks for incorporation into the hub level programming.

  7. Assist the SPC in developing the comprehensive and effective evaluation mechanisms for the program in accordance with the M&E plan.

  8. Support the SPC project staff and partners to use data effectively for decision-making. Identify and suggest the opportunities for training.

  9. Organize appropriate trainings and participate in providing procedural and technical guidance/support and respond to M&E activities/documentation queries from staff in the missions, sub-offices.

  10. Develop new tools and systems, in coordination with SPC, senior management, WoS M&E officer and the donor, to provide for: a. Greater versatility in grant design in relation to specific recipient communities; b. Streamlined information cycles; c. Improved adherence to program standards and better responsiveness to issues arising during implementation.

  11. Support implementation of quality control mechanisms to improve the quality of the collected information, ensuring consistency across field offices, programmes and donor requirements.

  12. Guide the regular sharing of M&E findings with relevant stakeholders and ensure that monitoring data is discussed in the appropriate forums in a timely manner.

  13. In close collaboration with SPC, guide the process of identifying the key performance questions, indicators and parameters for monitoring of program performance and achievements, and for preparing evaluations; review and analyse monitoring reports and identify the causes of potential bottlenecks in project implementation and identify corrective measures where necessary Work together with sectoral and programme partners to gather and analyze data for project management and evaluation.

  14. Follow up on findings and recommendations of programme reviews and evaluations to ensure that related recommendations are well-understood and taken into account for the continued implementation of the programme and future project development.

  15. Assist SPC in leading the grant closing process including the review of the final evaluations, verification of the data base information and documentation.

  16. Prepare regular monitoring and evaluation reports and analysis including but not limited to PDM analysis, quarterly monitoring reports, project evaluation and lessons learned, etc.

  17. Ensure overall revision of reporting documents including but not limited to M&E activity plans and Final Evaluation Reports to ensure adherence to project objective, for submission to the donor.

  18. Promote continuous learning for self and others regarding assessments and reports produced by other agencies and organizations and ensure relevant and important information is incorporated in WoS reports and future strategies. Contribute to the strategic planning of the IOM programme activities.

  19. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Substantial experience in the design and implementation of monitoring and evaluation plans in small-scale grants, preferably with experience in the field of research, monitoring and/or evaluation;

• Proven experience with strategic planning approaches, M&E methods and approaches, planning and implementation of M&E systems, information/data analysis and report writing;

• Sound knowledge of development program planning and implementation objectives;

• Prior experience in working in a program is an asset;

• Strong ability to understand, develop and implement administrative and financial control procedures;

• Experience supporting small-scale efforts promoting community resiliency, local capacity building, strategic communications and small-scale infrastructure rehabilitation is highly desirable;

• Ability to use Access databases and Microsoft Excel, Access, Outlook and Word software.

Languages

Fluency in English is required.

Other:

Internationally recruited professional staff are required to be mobile.
