Context:

Under the direct supervision of the Chief of Mission in Bangui, Central African Republic (CAR), assisted by the DDR & CVR STA and in close cooperation with the Resource Management Officer (RMO) and Field Security Officer (FSO) the successful candidate will be responsible for the overall coordination and management of the IOM Community Violence Reduction (CVR) Program in the area of Bambari.

Following the outbreak of the civil war with a genocidal element in 2013, UN Security Council resolutions 2149 (10 April 2014) and 2217 (28 April 2015) mandated MINUSCA to “support the Transitional Authorities, and the subsequently elected authorities, in developing and implementing a revised strategy for the Disarmament, Demobilization and Reintegration (DDR) and, in case of foreign elements, Repatriation (DDRR) of former combatants and armed elements” and “to support the Transitional Authorities, and the subsequently elected authorities, in developing and implementing CVR Programmes”.

An important step has been taken at the Bangui Forum for National Reconciliation held in May

2015, which brought about an agreement on a ‘Republican Pact for Peace, National Reconciliation and Reconstruction’, containing important components for a successful return towards democracy, including the revision of, and referendum on, the National Constitution, Presidential, legislative and local elections, Justice, return of IDPs and refugees, as well as development projects. During the Bangui Forum for National Reconciliation, nine armed groups (AGs) signed the “Agreement on DDR principles” (as an annex to the broader “Pacte Republicain”). This agreement represents an important step, underlining the AGs’ commitment

to DDR principles and relevant eligibility criteria. However, the implementation of CVR programmes remains a critical component for the success of the national DDR programme, as some 60,000 individuals associated with the Anti-Balaka, other armed groups and communities’ self-defense militias will not be eligible for the national DDR programme, but continue to constitute a serious security threat to the civilian population. While more recently, the Ceasefire Agreement signed in Rome by 14 armed groups and the Initiative of Libreville have marked further steps behind, in many areas of the country the security situation is volatile due to increased activities of armed groups and criminal gangs.

A successful pilot experience of Community Violence Reduction (CVR) is being conducted since January 2016 by IOM, in partnership with MINUSCA, and with the support of PBSO and CSO (US) in the Paoua Sub-prefecture. Based on best practices and lessons learned from this experience the CVR Project for Bambari has been designed, and will be implemented in the context of the overall activities of the Greater Bambari Action Plan.

Overall objective: The project’s general objective is to improve security at the local level through the economic reintegration and social reinsertion of violence-prone armed groups’ elements non-eligible for the national DDR Programme and local youth with conflict-carrying capacity, and through community dialogue mechanisms in hotspot areas, playing a stronger and positive role in the prevention of violence at the community level. CVR programmes entail two main operational areas: 1) social reinsertion of armed groups elements and local youth with conflict-carrying capacity, together with a conflict prevention and resolution support intervention within the target communities, and 2) sustainable economic reintegration, through market-study-verified skills training and income-generating activities.

Target locations: This project targets locations in the Greater Bambari area, focusing both on key neighbourhoods in the city centre, such as the Rive Droite communities of Bambari town, but also on key communities along the 6 main access roads to Bambari where community violence is particularly severe.

The Program Manager will be in charge of a range of duties and provide overall guidance for the program throughout its geographic coverage.

Core Functions / Responsibilities:

  1. Supervise and coordinate the management and implementation of all operational aspects of program activities, and ensure that IOM standards and operating modalities are met wherever the programme is implemented.

  2. Provide financial, administrative and technical backstopping to all project activities in

Bambari.

  1. Identify, design and develop new opportunities for projects in consultation with donors, relevant mission and Headquarters staff, and other stakeholders.

  2. Liaise closely with concerned Government entities, MINUSCA (Mission Multidimensionelle Integré des Nations Unis de Stabilisation in Centrafrique) DDR, civil affairs and other sections, humanitarian and development partners on all relevant programme matters.

  3. Liaise with all key local Authorities and community representatives in the areas covered by the project, to facilitate the identification and implementation of the projects’ activities. Integrate mediation methodologies as a topic to be mainstreamed in the conceptualization and implementation of all project activities.

  4. Supervise the tracking of all programme expenditures to ensure budget recommendations are met, that all grant management and financial tracking instruments are reconciled and that all funds are spent in accordance with IOM standards and donor expectations. In coordination with

the relevant IOM Mission departments, Regional Office and HQs, ensure the timely submission of narrative, progress and financial reports, and database management requirements, including support documentation, to the DDR working group, relevant stakeholders and donors.

  1. Represent the CVR project in relation to donors, Government, MINUSCA, the Programme Steering Committee and other relevant stakeholders both on a national and international level, including inter-agency gatherings convened to discuss coordinated responses to recovery and transition initiatives in the country.

  2. Contribute to the development and enforcement of anti-corruption measures, and strengthen existing measures including the implementation of a sound Monitoring and Evaluation system to ensure the transparent use of donor funds. Report corruption issues to the CoM according to established procedures.

  3. In close conjunction with the management of the IOM Chief of Mission, the Mission’s Field Security Officer, and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements, apply safety and security procedures for all individuals implementing the programme.

  4. Develop the framework for Programme Monitoring and Evaluation, ensuring that monitoring and evaluation arrangements comply with donor agreements and programme requirements.

  5. Provide the IOM mission in Bangui support with CVR and DDR project development, as required.

  6. Report regularly to COM on program achievements and challenges

  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, International Relations, Development Studies and Planning or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in programme implementation specifically in the humanitarian and transitional fields relating to forced migration (returnees, refugees, IDPs issues), reintegration of ex-combatants, community based third generation DDR processes, showing increasing levels of responsibility;

• Experience in field-work in post conflict and challenging environment and community based rehabilitation and reintegration processes;

• Experience in implementing projects in fragile and post-conflict political settings;

• Willingness to stay and operate in very remote and isolated field locations and work in a diverse multi-cultural environment;

• Thorough knowledge of the United Nations Department of Safety and Security protocols and experience working in a Phase III or above security environment;

• Experience of "Do no Harm" based projects is a distinct advantage;

• Proven experiences in the Country are an advantage.

Languages

Fluency in French and English is required. Working knowledge of any local languages is an

advantage.
