In September 2017, IOM began drafting guidelines to support the mainstreaming of migration into development programming. These guidelines aim to provide the practical tools and indicators to translate the mainstreaming approach into development cooperation. The guidelines document will consist of four chapters: 1) Purpose and background of migration mainstreaming; 2) Context: Migration and mobility; 3) Migration Mainstreaming in practice; and 4) Sector-specific mainstreaming guidance.
Chapter 4 of the guidelines relates to sector-specific guidance (“sector guides”). Since the guidelines will serve as a reference document for staff working in different thematic areas, these sector guides will address migration mainstreaming into the priority development sectors outlined above. This will require the Sector Experts to work together with the Lead Consultant to conduct a documentary review and stakeholder consultation targeted at sector-specific end-users, notably from within the EU development cooperation apparatus, as well as IOM thematic experts.
The education sector: EU development cooperation has committed to supporting quality education and vocational training, which both have numerous interlinkages with mobility issues, while guaranteeing migrant children’s right to education, recognised by SDG 4. Child migrants, including displaced children, can face difficulties accessing education due to language barriers and legal status, as national legislation can exclude migrant children from public schooling. Meanwhile, both a lack of quality education opportunities and higher levels of education can constitute drivers of migration, as can unemployment arising from a mismatch between education opportunities and labour market demands. On the other hand, migrant worker remittances can support education for family members in their countries of origin. In addition, qualifications recognition between countries can help reduce “brain waste” – when migrants work below their skill-level in their country of destination – while facilitating the return of the diaspora who may have acquired qualifications elsewhere.
Main objective: Based on the approach to developing the migration mainstreaming guidelines outlined in the methodological report and chapter structures already determined by IOM, the selected Sector Expert will, in collaboration with the Lead Consultant, draft the Education ‘’sector guide’’ of the guidelines on mainstreaming migration into international cooperation and development. This will outline in practical terms how the migration mainstreaming approach (outlined in Chapter 3 of the guidelines) can be applied to development programmes and projects in the area of Education.
The Sector Experts are envisaged to carry out the following activities:
Participate in an initial webinar/conference call with the lead consultant/project management team in Brussels.
Propose a refined methodology and work schedule, including a detailed sector guide structure, within the framework of the overall structure, methodology and work schedule provided by IOM.
In close collaboration with the Lead Consultant and Project Management Team, conduct at least 5 interviews with the expected end-users of the guidelines, notably sector-specific EU development cooperation staff, as well as IOM thematic experts.
Develop a draft sector-specific guide that draws from, and fits into, the overall guidelines.
Incorporate the feedback of the Lead Consultant and the Project Management Team into a finalised sector-specific guide to the full satisfaction of the Lead Consultant and Project Management Team.
Provide the related deliverables by the deadlines set in the work schedule.
The Sector Experts are required to provide IOM with the following:
A brief methodology and work plan (no longer than 3 pages) for the sector guide. The methodology should include the detailed structure of the sector guide. This deliverable is to be submitted 3 (three) working days after the start of the assignment.
Preliminary Draft of the sector-specific guidance for the migration mainstreaming guidelines, including any accompanying tools and annexes, by the agreed deadline in the refined work schedule.
Final draft of the sector-specific guidance for the migration mainstreaming guidelines, including any accompanying tools and annexes by 09/03/2018. This final document must be in accordance with the Lead Consultant and Project Management Team’s comments and recommendations.
The above deliverables should be submitted to IOM in electronic version. All reports under this assignment will be written in English.
