General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in a field related to security and safety matters or evidence of specialised training or proven experience in law enforcement, security and safety matters in a civilian or military environment
  • Ability to identify and analyse emerging security problems and propose solutions

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • A minimum of six years of professional experience in security management or international relations with focus on security management
  • Excellent knowledge of security management, combined with solid background in military, police or security specialization
  • Knowledge, understanding and ability to manage security challenges in conflict environment
  • Substantial knowledge of the political-military history and recent developments in the Mission area
  • Professional fluency in the English language
  • Good organizational and management skills
  • Flexibility and ability to work under pressure and within limited timeframes as well as the ability to solve problems effectively and efficiently
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment
  • Ability to operate Windows applications including word processing and email

Desirable:

  • Professional fluency in the Ukrainian and/or Russian language(s)
  • Prior experience in working in Eastern Europe and/or knowledge of the region
  • Possession of a valid automobile Class C driving license and ability to drive a 4x4 vehicle using manual transmission

Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2016, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Potential applicants should be aware that this is a non-family posting.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Selection of candidates is ongoing and selected candidates will be deployed in batches.

Under the guidance and direction of the Senior Security Officer, and in consultation with the Secretariat's Security Management, the Security Officer:

  1. Assists the senior management in the execution of responsibilities with regard to the security of Mission staff and property;
  2. Maintains and updates security plans, contingency plans and procedures to cover movement control for the monitoring teams as well as security listings of Mission staff; ensures that plans for relocation and evacuation to safe havens are current and implementable;
  3. Analyses security-related information and conducts Security Risk assessments of the respective area of responsibility with the purpose of determining the security-related threats and risks to the Mission personnel and property; suggests mitigating measures when necessary;
  4. Conducts regular appropriate exercises (such as fire and evacuation drills, communication tests) to ensure staff preparedness for eventual emergencies;
  5. Conducts security surveys of residents and Mission premises, puts in place appropriate arrangements to secure them; and ensures good state of repair of all security and communication equipment in close co-operation with ICT services;
  6. Selects, trains, and supervises security guards as applicable;
  7. Ensures that Mission Members are kept informed on matters affecting their security and that appropriate arrangements are made for briefing of newly hired staff;
  8. Establishes and maintains close relations on security issues with other international partners present in the area of operation, develops good contacts with the national law enforcement agencies with a view to obtaining the best possible protection for Mission staff and property;
  9. Reports on all cases in which Mission staff have been the victim of criminal acts and initiates follow up action;
  10. Ensures that the appropriate level of confidentiality is maintained with regard to security matters; Performs other tasks as assigned.
