Under the direct supervision of the Medical Coordinator and overall supervision of the Chief of Mission, the successful candidate will be responsible and accountable for the overall supervision, effective coordination, documenting and reporting of all case management activities related to the EPR Consortium in his/her counties, as well as subnational coordination of EPR activities planning and implementation.
Core Functions/Responsibilities
Attend and represent IOM in regular coordination meetings and, whenever necessary, organize such meetings at the subnational and county levels, and provide technical input to the national EPR technical working group as required;
Coordinate and collaborate, under the guidance of the Medical Coordinator, with County Health Teams (CHTs) and other partners to ensure that all project activities are carried out with the agreement of relevant stakeholders and as far as possible with their participation;
Maintain an effective flow of information among IOM field teams, the corresponding CHTs, and members of the Consortium by sharing meeting minutes and reports on weekly and monthly basis as agreed;
Support the CHTs at his/her subnational level to map, mobilize and efficiently allocate resources to fill identified gaps and meet the objectives of their EPR plans within the project timeframe;
Provide technical guidance and support to IOM field teams in his/her area on case management, coordinate and lead on needs assessments at targeted sites to identify gaps and work with the Medical Coordinator and field teams in counties to fill the gaps;
Plan and participate in assessment and monitoring visits to counties to supervise IOM field teams/offices and ensure timely implementation of activities to achieve intended results according to work plan, time frame and performance indicators agreed with the CHTs and the Consortium; with continuous provision of technical support on case management and other related aspects of the country EPR plans;
Contribute to designing, testing, conducting and evaluation of relevant technical guidelines, standing operating procedures (SOPs), training activities and simulation exercises at assigned/designated counties in coordination with the CHTs and lead partners within the Consortium;
Work with the CHTs and concerned stakeholders, including other members of the Consortium, to identify referral pathways to subnational isolation and treatment facilities within his/her area of responsibility, and to provide technical support in relation to case management in these facilities whenever needed after consultation with the Medical Coordinator and management in IOM Monrovia;
Ensure the adherence to all measures of infection prevention and control – IPC, occupational health and safety as well as quality control and assurance in both the clinical and the non-clinical aspects of the project activities;
Coordinate with the County Coordination Field Officers reporting to him/her the identification, allocation, utilization, monitoring, documentation and reporting of all resources used during the project implementation;
Prepare and submit weekly technical reports to the Medical Coordinator and the Program Support Unit (PSU) in Monrovia, and provide periodic technical updates and documentation of best practices, lessons learnt and recommendations – if any;
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
University degree in health or medicine from an accredited academic institution with at least eight years of professional experience; or
University degree in public health or medicine plus Master’s degree in public health, emergency response, medical specialization in infectious diseases or other related fields from an accredited academic institution with five years of relevant professional experience.
Experience
- Experience in public health, emergency health preparedness and response, implementation of infection prevention, control programmes and evaluating health programmes;
- Experience working with government and/or at international agencies; including conceptualisation, analysis and implementation of programme; and resource mobilization;
- Experience in humanitarian crisis, natural disasters, epidemic diseases in resource-poor settings are preferred;
- Previous experience in designing capacity building activities and familiarity with the public health sector in the West Africa are preferred.
