Context:
Under the overall supervision of the IOM South Sudan Chief of Mission (CoM), and the direct supervision of the Migration Health Programme Coordinator, the successful candidate will be responsible for providing advice and support on the monitoring and evaluation, project development and reporting aspects of Global Fund Grants that operate through the IOM South Sudan Mission. Ensuring that all programmes for IOM South Sudan are in line with donor’s expectations and monitoring and evaluation requirements.
Core Functions / Responsibilities:
1. Maintain up-to-date knowledge of all Global Fund programmes implementation in South Sudan.
2. Liaise between IOM financial officials and programme managers to ensure that the latter are observant of Global Fund financial requirements.
3. Assess programme implementation modalities, assist in achieving maximum efficiency in programme delivery, and directly inform implementation programme strategy on a continual (rolling) basis.
4. Work with the Public Information Officer to ensure that regular updates (external and internal) accurately reflect various Global Fund programme activities and are tailored appropriately to the target audience.
5. Manage and strengthen Monitoring and Evaluation (M&E) systems within the Unit, specifically for Global Fund activities.
6. Develop and update a Results-based M&E frameworks and/or work plans for Global Fund activities, in coordination with key stakeholders.
7. Support the process of monitoring targets and indicators using existing M&E frameworks and work plans for the programme as well as the implementing partner projects.
8. Undertake and oversee regular field monitoring and evaluation visits with field staff to ensure technical compliance and timely execution of projects vis-à-vis approved plans and baselines.
9. Compile information for regular IOM Monitoring Reports in coordination with the programme managers / unit heads.
10. Organize and conduct training activities in Monitoring and Evaluation to IOM programme personnel and Implementing Partners (IPs) as needed.
11. Guide units with the preparation of Donor Reports to ensure compliance with key programme indicators and objectives.
12. Provide support to Project Development by reviewing the overall objectives, purposes and results and the development and compliance to logical frameworks for projects.
13. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
• Master’s degree in Social Science, Development Planning, Public Health, Statistics or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Work experience in training, M&E development and implementation, information analysis and report writing;
• Ability to consolidate information from multiple sources. Knowledge of M&E database management and analysis required, and additional statistical analysis packages an advantage (SPSS, STATA, etc.);
• Ability to work with basic Microsoft Office and presentation software (PowerPoint).
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.
