Context:

Under the overall supervision of the IOM South Sudan Chief of Mission (CoM), the direct supervision of the Migration Health Programme Coordinator in South Sudan and under the guidance of the Director of Migration Health Department in Headquarters (HQs) for health technical matters, the successful candidate will be responsible and accountable for monitoring selected health assistance and resources related to the Global Fund project.

Core Functions / Responsibilities:

  1. Contribute to the design and development of activities under both Packages A and B in the Global Fund HIV RFP, which include focus on key populations as well as populations of humanitarian concern.

  2. Support the administration and implementation of the Global Fund project implemented through various partners and in various geographical locations in South Sudan, this include prevention of HIV through development of IEC materials, trainings, activities focused on prevention of GBV, research including population size estimations as well as psychosocial support programming.

  3. Assist in recruitment and monitoring of consultants (national and international) under this project, including developing in partnership with key partners such as the Ministry of Health, the South Sudan AIDS Commission, UNAIDS, etc, TORs for all consultancy positions clearly outlining expected deliverables and timelines.

  4. Contribute in monitoring the resource deployment, activation, implementation, reporting and evaluation of prevention related materials such as IEC materials, BCC, male and female condoms.

  5. Support the monitoring and analysis of the projects’ process toward achievement of indicators, outputs and outcomes, by liaising with the M&E Officer to strengthen Monitoring and Evaluation (M&E) systems.

  6. Support research activities within the Global Fund project in coordination with the Ministry of Health, SSAC, UNAIDS, other key stakeholders and relevant regional and HQs units.

  7. Attend coordination related meetings, liaise and coordinate with national health and development assistance authorities, agencies or organizations regarding strategic planning on Global Fund related matters; key counterparts will include Ministry of Health, SSAC, WHO, UNAIDS, UNFPA, UNICEF, SSNEP+, national universities and other stakeholders.

  8. Provide, if required, support supervision of consultants (including secondments), as well as the facilitation of professional development trainings for staff and partner agencies when needed.

  9. Provide monthly updates of all activities under this project including documentation/ dissemination of best practice materials to the IOM South Sudan Migration Health Program Manager.

  10. Ensure timely weekly, monthly and quarterly reporting on project achievements, problems encountered and pertinent developments, to key national partners and the Global Fund.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

• Master’s degree in Public Health or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience.

Experience

• Operational and field experience in HIV and health programming for marginalised populations, including conceptualisation, analysis and implementation of programme; monitoring and evaluation of health programme and protocols; and/or resource mobilisation; • Knowledge of structures and functions of South Sudan health sector, relevant national and international health agencies, donors and organizations is an advantage; • Familiarity with regional health sector strategies and dialogues in the African region, an advantage; • Previous working experience with Global Fund programme is a strong asset.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.
