Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of Head of Division, Labour Mobility and Human Development (LHD), and the overall supervision of the Director, Department of Migration Management (DMM), the successful candidate will be responsible for initiating, elaborating and ensuring effective implementation of IOMs institutional policies, frameworks and operational approaches of relevance to the economic pillar of sustainable development, in particular what concerns its linkages with good migration governance at all its levels – local, national, international. The specific thematic focus will be the role of remittances and financial empowerment, financing for development and diaspora economic contributions, among others. Working in close cooperation with thematic specialists in the LHD Division, other relevant divisions and departments in Geneva, IOM New York Office, the Senior Specialist will act as the chief IOM expert in areas of his/her thematic specialization and, hence, contribute to ensuring a whole-of-organization and coherent approach and common external messaging on migration governance and the economic pillar of sustainable development.

Core Functions / Responsibilities:

  1. Establish IOM priorities and set parameters for the Organizations strategic vision on migration governance in its linkage with the economic pillar of sustainable development as well as other relevant UN processes, such as finance for development, remittances and financial empowerment, migration and trade, foreign investment and private sector development.
  2. Contribute to the effective work of the Migration and Development Unit of the LHD division by providing policy and operational guidance in thematic areas mentioned in Point 1, ensuring synergy and complementarity with the work of other Divisions, Departments and external partners in coordination with other specialists.

  3. Initiate and prepare position papers, policy briefs and other strategic and operational guidance documents, in areas of thematic expertise for the Organization and partners.

  4. Monitor developments at the international level and keep the Organization abreast of global trends in areas of thematic expertise, including specialists from the LHD global team; leadership at HQs, Regional Offices (ROs) and Country Offices.

  5. Promote and support the development of IOM-wide expertise in policies and programmes related to the economic pillar of sustainable development and migration governance as well as other relevant UN processes, such as finance for development, remittances and financial empowerment, migration and trade, foreign investment and private sector development; provide technical oversight to Regional Thematic Specialists (RTSs) and support ROs and Missions in their efforts to build capacities of governments and other key partners from the private sector and civil society through training workshops and webinars, delivering targeted technical assistance for the development of effective policies and approaches on strengthening positive linkages between the economic pillar of sustainable development and migration.

  6. Initiate and develop programmes and projects in the area of thematic expertise that are of a cross-regional and global nature, including by outreaching to relevant donors and partners, in coordination with relevant divisions and departments in Headquarters and under overall coordination with the LHD Division head.

  7. Review, endorse and supervise implementation of projects that fall within the Unit's purview (e.g. of cross-regional or global nature) to ensure their quality as well as their consistency with the Organization's mandate and policies.

  8. Develop and apply appropriate monitoring tools, in coordination with RTSs, to ensure effective implementation of programmes, projects and activities.

  9. Identify good practices arising from implementation of projects, ensure recording of such in the LHD Division’s knowledge management and communication instruments and disseminate these to Missions, Members and Observer States, and UN, civil society and private partners.

  10. Support the RTSs in conducting technical review of legislation and policies, plans of action, and national training curricula in relation to the thematic area, by providing them with experience of conducting similar work in other regions and countries.

  11. Assist the IOM New York Liaison Office in submitting IOMs inputs to documents and processes related to IOMs members in UN in the area of relevance to migration and economic development.

  12. Strengthen IOMs relationship with relevant institutions and individuals working on the subject of remittances, diaspora economic engagement and other issues of his/her thematic coverage, such as World Bank, OECD, academia, UNDP, IFAD and other partners.

  13. Participate and represent IOM as a subject matter expert in external conferences and seminars as well as in meetings with governments, international organizations, private sector and civil society partners to set common standards and promote cooperation.

  14. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Economics, Business Administration, Finance or Development Studies, ideally with specialization on migration governance, a related field from an accredited academic institution with seven years of relevant professional experience; or,

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Operational and field experience in migration related issues and their analysis with focus on economic and financial aspects of migration governance;

• Demonstrated extensive practical expertise in economic and financial aspects of migration and development in a national institution or an international entity, in particular with focus on investment, economic impact of migration, remittances, investment, trade, entrepreneurship;

• Proven record of conducting complex analysis of the nexus between migration and sustainable development, with the focus on its economic pillar;

• Considerable experience and knowledge on programme management;

• Hands-on policy or government regulatory experience and\or experience in the migration and development side of migration governance is a distinct advantage;

• Experience in development and delivery of knowledge and capacity-building activities; and,

• Good knowledge of MS Office applications and other IT and communication skills.

Languages

Fluency in English is required. Working knowledge of French or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
